No, here's an explanation:
You and your brother in the same house are noobs and don't know how to create a server. With LAN, they can play together by clicking the button. But now, your friend down the street wants to play with you guys. However, you would need a REAL server to have him to connect since he does not share the same IP address.
You need to do some research and learn what LAN means.
That address is not a public address.
No one can connect to your server unless they are living in your house with you.
Unfortunately, it's worse than that. That address is LOCALHOST, meaning only his machine can connect to that.
What OP wants is to find his WAN address, and then set up his router to port-forward to his machine's LAN address, and then make sure his machine internally forwards to his localhost port. Given his technological prowess, I wish him luck, especially since it is likely he has a dynamic WAN address and a dynamic LAN address to add to his challenges.
What Mojang needs to do is to allow the user to choose his or her correct IP address and available port number. Otherwise, trying to share a server on LOCALHOST can be problematic (especially when you have your security settings on high).

My cousin connected just fine?
How come?
He's connected to the same network as you.
