I can't be very creative in creative mode if I have to keep playing with the time and weather.
I wish there was an option to disable time and weather using cheats.
Then simply hook up a command block set with the command /weather clear to a redstone clock and you are all set. Or try /weather clear 999999 which would set the world to clear weather for 999999 seconds. One of the above posters mentioned a fix for the time, but you can use the same method described here just with the obvious commands.

I use TooManyItems, so I can have access to all the items AND I can set the time to noon, sunrise, sunset, midnight, with a click of a button. This goes for weather too.
And you could just accept that a game have little flaws. Imagine in Alpha, we were OBLIGATED to work at night because the bed did'nt exist. Can you imagine working in pitch black every 10 minutes or so??

Start off with /gamerule CommandBlockOutput false
Then simply hook up a command block set with the command /weather clear to a redstone clock and you are all set. Type /gamerule first, and one of those should say something along the lines of commandblockoutput. It is case sensitive.
Type this in exactly as it is: gamerule commandBlockOutput false
its commandBlockOutput the first letter is always lowercase
