Look, about bans, everyone needs to calm down. Normally when a player is banned they are banned by their username and their IP ADRESS. So the reality is, unless you have moved AND changed your username you will not be unbanned.
I think it might benefit famous minecrafters because now they won't be stalked on servers but there is trouble to tell who is who if everyone changes their names and skins making it worse to even think about it and there might be a little conflict with people but in the other hand this is a way to get rid of a stupid or insulting username
well if you use steam workshop coupled with an api, it would mean you can install an addons with a single click and they shouldn't conflict anywhere near as bad

But I think having an unchangeable unique ID and a changeable screen name, would make sense.
I am starting to dislike "hunterman12345" because for one, I have changed my nickname IRL and I have changed my twitter and other social network names. I want my name to be original and something people will remember.
Something like my twitter name, it used to be my Minecraft name, but I don't want it to be a "gaming only" twitter account. So I changed it.
Maybe if people could only change it once but it only changes in-game names not mojang names.Theres hardly any names because all these people that made accounts and didnt even go premium

its already possible on some servers due to plugins
The thing about your average wiki design (plain white background, black text, basically Wikipedia), is that it helps you focus on what you are reading, as the text has a good contrast. For forums the background is generally dark, which means it's easier to make out posts, as they are all individual (well, excluding double posts xD). The thing about a wiki with a dark background is that it doesn't seem formal. Well, I guess it's just one of those things.

The ID would be automatically assigned to a player's account permanently.
The name would be the thing that everyone would change around.
Second, there should be a command to let you look up the players ID. I say this because an IP ban would ban anyone who played on that computer, whereas an ID ban would ban the player without punishing their family/friends.
Third, (not exactly a must, but its a good way to get it done) there should be some sort of application process where a player submits a form to change their name. the form is looked over, and either approved or denied. There should also be a limit to both the amount of people filling out forms, and a limit to the amount of time you can spend filling one out. If you don't like being rushed, then plan your application before starting the process.
Fourth, there should be a cooldown of one month minimum before you can submit your next application. This will encourage people to plan and improve their application before sending it in.
Mojang could also make requirements that they state before the player fills out the form, such as no caplocks, and minimal incorrect spellings. If the player ignores these requirements and still sends it in, their automatic filter would deny it. This would help both Mojang and other players who submitted a proper application.
A simple way I can think of keeping the name-change feature from being overused is to just put a small price on it. A dollar, 50 cents? Something that wouldn't be significant unless you abused the feature.
Or they could just make you wait a specified period of time until you can change your name. Like 30 days or even 90 days.
If this is a stand alone comment, then having a wait time will do absolutely nothing for the ban problem. Players will still be able to change their name in order to remove the ban.

I think your WAY overhinking the last half of this. (I do kinda like the idea of the spell-checker kicking out bad names, but think about legitimate "misspellings" like "Josef" or "Tommi" --- of course D@rk#@xx3r$ or such should deffinately be kicked) Nobody is going to take the time to read an application for a name change. They're going to set a script to do it automatically (discounting if there was a legitimate need to change one right now, like "John_and_sally" - a couple sharing an account, and one dies traumatically, the other might request the name be changed)

However, I dissagree because in this world, if two people share the same PC and one is banned, the banned one will use that PC with the other person's account to harass/grief/etc... ("this is why we cant have nice things" / "a few plotholes spoil life for all of us")
I've suggested this in another thread before, though I've refined the idea. There is no need to actually change your Minecraft name, and thusly no need to worry about bans.

When a player logs into the server the message "<user> has logged in under the alias <displayname>." would be displayed. A new command would be available for OPs and moderators, "/username <player's displayname>", which would allow them to easily find a persons username. And in addition to that the console would display their username, followed by their display name.
For example; "Rummbottom (ExostentialMadness)"
Then, from there, I suppose some serverside options would be available.. Such as one to disallow duplicate names, requesting a player to change their display name if they join a server where it is already in use. And a simple, still optional profanity filter option with a wide variety of words already in a .txt file, which server owners could add to to further weed out words and phrases. And, naturally, to prevent people from getting around this... No symbols in display names. Except for perhaps spaces.

With "it's a game' I mean that Minecraft is a game, so the wiki doesn't have to be formal. But that's my opinion.
