A number of mapmakers have been using the "/summon" command to swap out blocks, which was dependent on the odd properties of falling sand. However, it was recently revealed by Jeb that this was never intended to be used for block replacement, and that the delicate nature of the command makes it prone to breaking, especially during updates. However, using commands to replace blocks will, in turn, become much easier in the future.
It was recently revealed that the next Snapshot will have a "/setblock" command, using the following format:
/setblock x y z block data method dataTag
Jeb explains each of the above:

x y z are coordinates, can be relative using tilde, as usual
block is the block id (ofcourse), which in the future will be mod-safe (for example, instead of having the value 1, you can have "minecraft:stone")
data is the block data, 0-15 as normal
method is special and can have three values: replace, keep, destroy. "replace" will simply replace the current block, and throw an error message if nothing happened (occurs when the new block/data is identical to the old one). "keep" will only place the new block if the target space is empty, and "destroy" will first destroy the target block (and spawn resources) before placing the new block.
dataTag is the NBT tag were you put information for tile entities such as chests. For example, "{Items:[{id:"minecraft:potato",Count:2}]}", and so on.
So, in short, the ability to add, remove, replace, and otherwise affect blocks with commands will get its own special command set, instead of relying on an unrelated script which may or may not bug out block replacement in future updates. Pretty awesome stuff for you mapmakers out there!

Yes, this would really make this feature useful. Because otherwise, you would need 1 command block per block :/
Even the ability to make multiple commands per block, or run the same command with different arguments (like the same except what's different) would be nice.

Nice but now I want a /import or /read command that will take a file name so I can have premade object files. Rather than have to cut and paste to the console.
It would make it really easy to script construction and for people to pass around structures.
Sounds plausible... Maybe add a nether portal block in the tardis and in the nether is the giant tardis area? Just been thinking
There is a Mod waiting to be made. New other-world and portal type. All portals in normal world take you to the Tardis. Some control settings in the Tardis will take you to any other coordinates.

So you can in 1.7 let a command block automatically place blocks wherever you want?

I can't even really realize how many possibilities this gives. You can make complete villages appear from nothing, giant robots take a little walk (at least if air is also considered as a block, so you can let blocks appear and dissapear and so give the illusion of movements), everything.
How far will this go with the command block? Give it a few more commands, and you can as to speak create procedurally generated structures yourself...
It may be possible to set up 'command files' which would run on world generation in the future

Good point. They have to make it so they can spawn in like sand blocks so it doesn't break millions of maps. But I think other people use SethBling's MCEdit to use spawners to spawn sand blocks.

I am going to have so much fun with this. Giant cybermen and daleks...flying TARDIS intro...
Also, if you could sync this with a tp command...movable planes, trains, vehicles. You could have moving traffic, falling bombs, rockets. Animations. Almost endless possibilities...

Well, Prof. Moderator, you use the /summon commands to summon mobs, and you can also spawn them at different locations. This can also be done with items and blocks with the right NBT data.

You can create a castle out of nowhere in 1.6.2. their a useful MCEdit filter SethBling created for that. And befor you say, but now you can do it in Vanilla, if you can load the world in Vanilla and it works, its Vanilla. Most mapmakers use mods like WorldEdit anyway.
