That's because you are necro posting to a topic that was 22 months old.
That seed was for the previous world generator. The world generator changed radically with the introduction of version 1.7
Set up a profile for version 1.6.4 and that seed will work properly.

If you aren't part of the solution, then you obviously weren't properly dissolved.
There are a few bits of land if you swim for a while, but this seed basically just plunges you into the ocean with no land in sight.

Don't be fooled by the size of Steve's head on the map...each grid you can barely make out? That's a 1,000 by 1,000 co-ordinate area.
For the masochistian MCers, I guess...
