You can, it's just about how you think. Why should Mojang determine how many caves there are? What if we could choose it?
As I stated in another topic, I think that all the problems with biomes and generator would be gone if we could adjust every bit of it. The size range of biomes, the frequency of each biome type, the height of the ocean water, ore frequency, caves frequency, caves min. and max. appearance height (like that you could allow to have caves in height 90 or so - that'd make them in extreme hills, too), etc. I'm thinking about something like the Dwarf Fortress world generator:
And to keep the ability of using seed to set up a world, there could be just two parts of the seed - the first, "config" part of the seed with the options we choosed during the generation and the "seed" part with the random number (or string, whatever). These values (at least some of them, such as the biome spread) would be randomized a little during the "completly random" generation (without both seed and setup) so every world would be completly unique and a bit different from the others.
Sorry, but you're wrong. Seeds are numbers used for Random numbers. You will see, random numbers are not random at all, because the function to make it use a base number ("seed" in this case) to get a pseudo-random number. The seed is get it with the actual hour (or somewhat like that). So you need the entire seed.
Anyway, I like your idea. But I think that the game should not be so toggleable, only a few defined options :/
You already have the entire seed...the same seed is used to generate the surface/biomes...then again to generate the caves, again to generate structures, again to generate the End or nether etc.
People can already opt not to generate structures/ravines because, like caves they are generated seperatly from the world, and it doesnt affect seeds at all...All biomes, mineral deposits, nether, end and other topography will be exactly the same as anyone else with the same seed. You just wont have structures in your world.
There are mods out there that change the frequency of caves and ravines (not in the latest release or snapshots though :/) and they work fine with seeds. And with the mod I was using, even the caves and ravines were the same layout, just less were generated. So you would end up with 1 ravine near spawn while others would have that same ravine, plus a couple more nearby. Same with caves, you would have 1 huge chamber with 3 tunnels branching off, and everyone else would have the same huge chamber with same 3, plus 5 more tunnels branching off connecting to 3 more huge chambers etc.
So allowing players to select from a few different cave generation options (or even an option not to generate them at all similar to structures) is entirely possible.
Post some seeds with so few caves here please! Im sure me and the OP and others like us will be happy!
I personally cant walk more than 50 blocks from spawn without falling into a chasm connected to a ravine with 2 mineshafts in it with almost every seed Ive tried in the last couple months.
Honestly, Hardcore is not realy a challenge, is more like Hard, but if you die you lose the game, the gameplay still be level Hard, but the only Hardcore thing is that you lose the world. I never go with armor, always forget to use it, and is not a challenge :/
Even, sometimes monsters don't spawn at all, and is very boring.
it's really not hard, but the game was never intended to be; although, every passing update makes the game ever easier, which is what disappoints me the most.
Go to Plains, you will see how many caves are in the middle of the road.
Look the ocean bottom, full of holes.

Personally, I kind of like this. I have found a ravine and had a great time going in there once and exploring. I can go many ways in there and I still haven't fully explored it.
However, I do see your point. They should somewhat decrease the ammount of caves. However, not too much.
Again, the amount of caves at area/seed X would not be the same as area/seed Y. Seemingly infinite caves will not be removed with the changes we're considering. It will be random in every area in every seed.

Acualy I would'nt mind ifinite caves aslong as its not some kind of labarith and the ores are dumb down a bit
