Actually, it's less rare than diamonds.
Diamonds are found from y=4 through y=31 with a fairly flat probability throughout that range.
Lapis Lazuli is found from y=1 through y=30 and is more common than diamonds with the peak at y=14 where it is 6 times more plentiful than diamonds.

If you aren't part of the solution, then you obviously weren't properly dissolved.
Lapis is even rarer than diamonds if you only branch mine at layer 12 or below; even at the peak, it is still less common (most ores have a flat distribution over most of their range, but lapis has a peaked distribution), but is actually about 10% more common overall due to a wider range (in a superflat world, diamond is more common because bedrock normally prevents some from generating; they both generate 1 vein per chunk with vein sizes of 7 and 6 for diamond and lapis respectively).
On the other hand, I get tons of it in caves, multiple stacks of lapis blocks (Fortune III helps a lot, you get up to 32 lapis per ore), sometimes even getting as many lapis blocks as iron blocks if the cave system is mostly between layers 10-20.
Also, when people talk about lapis, they usually say how useless it is instead of becoming excited over it.
I have no idea why, but I love finding lapis. Sure it's pointless, but I like finding it.

other than that I rarely find lapis, so I generally tend to keep it. I guess it's sort of an accomplishment once you have it, don't you agree? I mean, there isn't any practical use for, say a sports trophy, but you treasure it just the same.
(also, lapis is purdy as a carpet on my floor. just saying.)
I have a real lapis gem. It is the reason why I named my minecraft account "gemboy60" :). Anyway, I just collect Lapis and turn into a block and place it somewhere. Having a lapis/emerald block for me in minecraft is a sign of power or conquest for me.
Most people pass lapis by in the caves because its "Useless" even though it is "Useless" it gives EPIC exp. THATS why I mine lapis. (Redstone gives more exp though.
