Yeah! Wither skeletons dropping regular bones just seems... weird. I agree with that idea entirely. How rarely would they drop Wither Bones? Always? Or something else?
It does seem weird that they drop white bones, because Wither Skeletons are black. I would say that they drop Wither Bones instead of Bones. The Wither Bones would be able to be made into Wither Bonemeal, which would insta-grow crops like bonemeal did before 1.5, the Redstone Update.

What do you mean the bone should be immortal to fire and lava?
Probably that a golden bone would not be destroyed if it were dropped into fire or lava like every other item does.
Anyway, back in ye olde days I contemplated hellhounds as well. My version had them being very large (3x5x7 or so) so that they would be unable to fit in portals (that was at a time when you couldn't change the portal size), yet they had lots of health and could be ridden and controlled like a horse, though they weren't much faster than walking on foot; however, they were immune to lava and fire, so you could cross lava seas on them. They could be tamed in the same way a wolf can. They were, however hostile (like they are here) and taming them was difficult as they would probably bite your head off before you could give it a bone.
As for this idea? Basically reskinned, stronger wolves found in the Nether that require a slightly different item to tame which is only used for taming them. In other words, they're pretty much worthless. Regular wolves are too stupid to survive in the Overworld and don't have any armor options (armor IS, after all, what makes the game too easy) and thus will die after a few fights if you don't constantly stuff their guts with food. These are found in the Nether; this implies that you already have the gear to survive easily and thus don't need the assistance from a souped-up wolf, whom will still die fairly easily and will probably end up falling off a cliff in the Nether. We don't really need a new wolf right now; first, the basic wolf AI needs to be improved, and then there needs to be enough difficulty to actually warrant a more powerful wolf. No support.

Did something happen to you in your childhood to give you this unreasonable fear of rutabaga?
The Wither and to a lesser extent wither skeletons are focused around killing life (hence why the Wither attacks all living creatures and destroys plants via explosives). Then why is it that Wither bonemeal makes crops grow even better than regular bonemeal?

Let's play a game of devil's advocate! I support fully, for a few things to be tweaked: They are fire proof, removed projectile proof, stronger, bigger, and cannot leave the nether. With that in place, I support.

...Something about this does not seem quite right.

but the model is nice, though.
