Minecraft's water is extremely blue, and blocks a light of light. This makes it hard to build underwater environments that you can actually see.
I suggest adding a second type of water that is entirely clear and does not block light. It would have a subtle animated texture so you can see that it's there, but it wouldn't impede vision. You could fill ponds and pools with clear water as needed for whatever building project you have in mind. A really ambitious person could even fill an entire ocean with clear water.
Although this would mostly be for creative mode projects, it would make sense to make clear water source blocks obtainable in vanilla. Perhaps small pools of clear water source blocks could spawn in some snowy biomes, to simulate clean glacial water. Using these source blocks you can produce as much clear water as you want, the same way regular water can be duplicated. Most of the world would continue to use good old normal blue water though.
When blue water and clear water meet, the blue water would take priority. It would be able to flow into and delete clear water blocks, and clear water that tries to flow into blue water would stop and flow no further. Clear Water and lava would interact the same way as with normal water. And clear water would be able to fill up cauldrons and water bottles, but it would just fill it with normal water.
Kind of like one of them is salt water and the other is fresh water. Support. I think it could actually look better.
I understand why normal water is blue and blocks light. Otherwise an ocean would look like a giant field of gravel stretching off to the horizon. So it makes sense to have blue opaque water for much of the landscape.

Probably regular, for the sake of simplicity. I'm not opposed to it dripping clear water though.

It just gives you normal water. For all crafting recipes clear water is identical to blue.

I think the dark blue water in the game is perfect for most situations. That's why I'm not suggesting we replace it. The ocean and most ponds would still use the dark water we have now. Clear Water is just for situations where builders want to be able to see underwater.

I like the idea but I would like clearer water anyway. Darker water as you go down.
we could have clear blue for fresh water (rivers, ponds), dark blue for salt water (oceans), and greenish blue for swamp water (swamps...).
or you could cook a bucket of water to get spring water which is clear as well.
these different waters might also hold different fish as well.

Could be! It could spawn in a variety of places. I like glacial biomes having it in occasional small pools, but it could appear elsewhere too.
