This suggestion adds a new command to chat. Do you know how how you can use the /message command in chat? This is something like that. What if you want to talk to multiple people, but don't wand others to hear? Use the /shout command!
It works like this.
/shout (distance) (message)
The distance is the number of blocks the message can travel.
A special feature is that operators can hear all messages, whether they are shouted or not.

It would be great to me, because I use LAN at a public place and it would be nice for this to happen.

As pfgforumcraft stated, quite useless, install bukkit for multiplayer servers or the radius argument for command blocks. Also, for LAN, I doubt that you play with more than 4 people over LAN, so it isn't really needed

Yeah. There are usually at least 5 people in MC on weekends.

Why would you want to tell everyone within a X block radius something?
^ If you did, this is a partially good suggestion.
If you want this for a server, there is something called bukkit
For lan worlds, how many people use your internet
If you have a vanilla server, get bukkit
Mapmakers can use this in command blocks:
1.7 command:
/tellraw <player> <raw json>
how to use for this:
/tellraw @a[r=<distance>] "<message>"
I know that it is easier to type /shout, but there doesn't need to be a separate command for it if there is a way to do it.
Also with tellraw you can color the text and have buttons
Edit: In 1.5+ you can do /tell @a[r=<distance?] <message>
