I had this idea of a new enchantment on a bow,
[i]Quickaim [name change].[/i]
Quickaim will allow the player to quickly draw their bow. This could be useful, when you encounter a lot of mobs, and dont have time to switch to your sword. There is I, II and III. It is useful in many things.
Quickaim I would need 14-18 levels, II 18-24, and III 24-30, and doesn't come so often.
The quickaim only [i]slightly[/i] speeds up, and so does the higher levels. Level III speeds up 0.3 secs, II 0.2 and I 0.1 seconds.
It wont help PvP a much, as it increases the speed very low amount.
And when we are talking about enchantments [closely related, yes, I can add this here too]
Enchantment for swords:
Blocking I
There is only I for this, what it does, it decreases damage more when you block with a sword. Even though it already makes the damage half, it will decrease the damage 0.5 hearts more.

We have Flame Enchantments, so hey, why not take it a step further?
Plus, this and Knockback, Flame, or Infinity would be an archer's dream.
Bows are already stronger than Swords, so it is reasonable to have them take more time to charge, with this it ruins that balance and as long as somebody has a enchanted bow that has this and Infinity, they will never use a sword again until their bow breaks

As people have said above me, a reason exists why bows take time to charge. It is mostly used as a way to balance the mechanics, as without it swords would be redundant once a bow with decent enchantments is acquired.
Make them way over powered, this will unbalance the game mostly for PvP.
True, from a PvP standpoint, you could completely keep someone at bay with "Quickdraw". It's a good idea, but I don't think that it's a practical enchantment for Minecraft.

From a PvP standpoint, you can already keep someone at bay with quick draw, by spamming the right click button.

I find swords far superior to close-range combat already, since bows take too long to aim and require ammo. Bows are very useful outside of close range, of course, which makes them somewhat balanced towards each other.
Enchanting both weapons increase killing power, and making a bow shoot faster might overpower it. Then again, maybe swords just need that enchantment for blocking better, like you say. Maybe a sword or armor enchantment could be "Steady" or something, making projectiles like arrows deliver less knockback to the wearer. That way, even a powerful, fast-firing bow might not be enough to knock a similarly decked-out melee attacker from closing the distance.
Getting shot repeatedly by skeletons that prevent me from getting close is a pet-peeve of mine. Difficult due to damage potential is fine, but frustrating due to keeping me locked down is worse.
This is actually a really nice idea. I've wanted bows like this. Honestly, I think it could be balanced more if it were to not allow a power enchantment on it. So say.. if you rather the quick-aim/quick-draw you would have to choose between the speed or the power. You wouldn't be able to have both

I would say that even at level III it should still require some draw time (no easy semi-auto). And it may also need to be incompatible with infinity.

From a PvP standpoint, you can already keep someone at bay with quick draw, by spamming the right click button.

Kinda, but completely spamming it will not shoot at all. Also it does not deal much damage, than full drawn. If you spam too fast, it will not shoot.
