Ok, so if you dont already know, you can build on top of the nether if you break the bedrock with creative. Well, I want the same principle to apply to the overworld too. I think it would be neat building secret admin bases that no other players could find. Please guys take my idea into consideration.
No support. The only, ONLY reason you can build on top of the Nether is because when they changed the height limit to 256 they never changed the Nether's ceiling generation. I'm all for making the Nether taller (or deeper, by moving the whole current Nether to the top part of the 256 and then adding cool stuff in the bottom half), but there are limitations for a reason. You can't build outside the height limit because a majority of people's computers simply would not be able to handle it if you could have unlimited build limits, at least not without changing the chunk system.
Also, why can't you just make your super secret admin base... oh I don't know... on top of the Nether bedrock? Isn't that the only reason you want this? For an admin only area?

Wow, I have exactly the same problematic strength, too.
As for the original poster, this is a very bad idea. The only reason bedrock was created in the first place is to put an absolute limit to how deep you can go. Including admins. And the only reason the Void is there is to also insure that limit in case "mere" bedrock blocks just aren't enough because glitches _can_ sometimes occur during World Gen. The void is defined as BEING the elevation under ALL world data.
What you are asking is tantamount to asking for Positive Integer Numbers to start at some arbitrary negative value instead of zero. Or it's like if you asked me to add the word "secretbase" in FRONT if the very first character in this post (on the LEFT of the <--- found at the top). Not by inserting it, pushing to the right everything else. but having that secret word actually occur BEFORE the post itself.
That's just a physical impossibility.
As for a really secret admin base, you should make the effort to install Multiverse and then have an "admin rights only" overworld dimension, totally separate from the normal overworld. This is because no matter where your secret base is, there are too many cheating mods which can allow to "see through" stuff. It's more interesting to have a secret base in an admin-only world, right near spawn, and teleport to it, than having to place the secret base tens of thousands of blocks away from spawn in the overworld and similarly teleport there, and hope a griefer never finds it. It's also immensely easier to check security on a world only a handful of people have the rights to log into. You could even have a third level an "inner sanctum for topmost admins only" a super-doubly-secret in yet a third Overworld.
Simply never give admin rights to people you know only through your gaming life. Most people are ok and well behaved, but Murphy's Law dictates that sooner or later, a griefer will adopt good behavior for weeks until you give him admin rights. And then all you know is that your server died.
If you don't mind superflat, can't you just use the presets function?
Like, add a bedrock layer ontop of the original bedrock layer and build your admins thing in between the two layers?
ie:
grass
dirt
stone
bedrock
air
air
air
bottom bedrock
If you want to make a secret admin base no one can find, build a FAKE bedrock layer that is 30 blocks or so above the original. You don't have to make it as wide, however. Just keep expanding the fake layer until it is big enough to surround your base. Then begin building downwards only on the edge of the fake bedrock layer. Therefore, your base is surrounded by bedrock and no one can get in.

No thanks, I'll pass. There's already plenty of space to build in. It's more awkward to build under bedrock rather than above it.
