"Splash Arrows" would be crafted the same way as normal arrows but instead of flint there would be a splash potion of your choice. The effect time/strength of the potions would be reduced by 35% once put on an arrow. (a bow with the infinity enchantment would use up the "splash arrows") The range of the arrow would be lessened by 20% too because the potion would be heavier than the normal flint. Additionally the arrow itself would do no damage; it would only have the effect of the splash potion. The arrows would stack so long as they have the same potion on them. If you had two different kinds of arrows in your inventory then the bow would fire whichever arrow was closest. Finally the arrow carrying the potion would be seen as a normal arrow when firing, but with a splash potion on it.

Funny thing is, Splash Potions have more range than arrows, so this would be redundant.
How do splash potions have more range than arrows? Arrows go WAY farther and splash potions go so slow that you can hit your self with them while sprinting.
I don't really think we need this; we could just shoot the arrow and throw the splash potion, and do more damage.
You could do that ya, but what if getting close enough to throw the potion will get you slaughtered by a diamond sword? What if you didn't want to hurt them but wanted to give them regeneration but there were mobs and/or hostile players in the way? Or what if you simply were low on health and wanted to keep players/mobs away more efficiently than hitting them one at a time with a normal arrow? I think there is a real use for these.
Infinity would be overpowered no matter how you make the arrows work with the enchantment. It would be like having unlimited, only slightly weaker, potions. That would be ridiculous.
The only solution to this would be to make the arrow be used up even if you have infinity. Anything else would make it way OP.
By the way, you haven't covered a lot of things in this idea. For instance, if you have regular arrows and splash arrows in your inventory, how would that work? If you have two splash arrows of different types, how would that work?

Well, I did say how the bows would work with normal arrows and splash arrows. The bow would fire which ever arrow is closest in your inventory. (i.e. if normal arrows are six inventory spaces away and arrows with instant damage three spaces away then the bow would fire the instant damage) Also you are probably right with needing to use the arrows even with the infinity enchantment because you would have infinite potion arrows which, of course, would be OP. However, I did forget to mention that you wouldn't be able be able to pick the arrows up whether they hit an entity or not.
If you had a bow with infinity, the bow should just fire normal arrows no matter what
That would work, but I think that just using the potion arrows would work better. (i.e. bow with the infinity enchantment would need more than one potion arrow to shoot two.)
This seems pretty redundant. I don't like hating on people's ideas, but sorry.. we really don't need anything like this in the game. Maybe you could move the topic over to the mod requests if you really want to see it be done.

Everyone does seem to think that, I just thought it would be useful to have a long rage potion so you don't have to be right up next to someone/something to use the potion. idk :/
Oh great. Now I can get shot from 40 blocks away and nearly killed because someone shot in my general proximity with a splash potion. Arrows and potions are fine as is.

When put on an arrow the potions would have a 20% time/strength reduction. (and if that's not enough it could very easily be more.)
Well the normal arrows now kind of are stone tipped. (flint is stone :/) Iron tipped arrows would be cool though, but wood tipped would be meh. :/
Well flint is easier to sharpen and shape than stone, so it would be slightly stronger, and wood arrows would be mostly for those that want to have arrows they can make very easily and won't require mining to acquire... Personally I find it to be an interesting challenge to see how long I can last on hard without mining at all ( No coal, iron, gold, etc. ) you can still get flint due to it not requiring a pickaxe, but really, it gets very boring sitting around punching or digging gravel for flint. Plus that would enable a wider variety of skeleton archers as well due to their arrow types... Maybe, maybe adding new bows would be a good idea too... And there's always that crossbow idea floating around, but I doubt crossbows will really make it into vanilla Minecraft...

I used to be chocolate cake.. but then new Minecraft Forums happened..
or -1 me with your mind. One of them is less frustrating.

I didn't see that when I searched for it. I am sorry. I searched for "potion arrows" and "splash arrows" and found nothing like my suggestion.
Edit: Examples- Iron tipped arrows, stone tipped arrows, wood tipped arrows, etc.
