Yes. Nether is easy. Of course, this will start revamping rail designs to include plenty of light. But nothing wrong with that. Frankly, though, Overworld at night is much more dangerous than the nether.
Not to mention, in all my fortress exploring(Do it often in order to find blaze balconies that are never there(Stupid players) and more nether brick, my favorite building material), I have NEVER found a wither skeleton. Not a single one. I think, though, that the Blaze should take on the wither skele's to-be old spawning, in addition to the balconies, because people keep destroying the spawners in SMP. Which kind of unbalances things, when one guys got all his blaze needs, and everyone else can't get any. Oh, and maybe the wither skeles are more common in the fortresses, to make them more dangerous.

Why they made them spawn in fortresses? Because often fortresses are "rare", and wither skeletons must be rare because of the wither. NO SUPPORT.
You didn't really read the description, did you? And if you did, you definitely didn't read the FAQ. The idea that wither skeletons must be rare because of the wither is a core part of how this idea is presented.

I do have one comment, though, which is what you said about the Nether not being dangerous enough. IMO Ghasts are pretty damn common, hard to kill, and devestating. Of course this is coming from someone who runs the other way as fast as possible if they see a creeper and I still would love to see Nether Skeletons introduced.

Your brain is so powerful, it would take a state of the art computer the size of a factory to come even close to matching the processing power.
In the OP, I specify that they would spawn about as commonly as Endermen do in the Overworld.
While the idea of spawning them in bunches is at first appealing, I think one mob spawning in bunches is enough for the nether - one needs to vary mob mechanics. Additionally, Wither Skeletons are hard enough to fight alone, and bunches would only make it more difficult.
You can add my name to the list, but there's one more issue. Even with Wither Skeletons out and about, the Nether still won't be too scary. It's a step in the right direction, but just one step. It needs more mobs, more features, more danger. The Nether is pretty much safer than the Overworld. That just can't be acceptable. I entirely agree - this is just a first step. However, it is such an easy step for Mojang that they can just do it and get on with other cool features. 2 modders have made this and stated it took them a very small amount of time - less than 5 minutes for one, and definitely less than 10 for another. For Mojang it certainly wouldn't take them longer than that.
In terms of benefit to the game vs time expended, this is one of the best things that can be done to the Nether - but it still isn't enough, which is why I totally support any good new hostile mobs to make the Nether the Hell dimension it is supposed to be. Right now it is more of a warm vacation home where you get sunburned by Ghasts every once in a while.

I just don't see any reason for a spawning mechanic like that to be implemented. First of all, it would take longer, and for what benefit? It would make them harder, certainly, but how hard do we want these guys? Imagine a Ghast on your tail while fighting two Wither Skeletons at once. If I had iron armor, I would just run.

Lol. I would suggest running from Wither Skeletons then. Most players believe that the Nether is not nearly hard enough. Two shots from a bow kills a Ghast, and their size doesn't make that incredibly difficult.

That's strange. That's probably the least statistically sound part of the suggestion - I don't have access to spawn rates so I just have to go off of anecdotal experiences. It's true. While two modmakers have already made a mod or added this to their mod, it isn't a large enough change to warrant being a mod of its own (that would become popular), but the benefit it adds to the game is significant enough that it should definitely be made vanilla. Additionally, building a farm is incredibly non-immersive, and not a fun experience - pretty dull, actually. I'm giving them a way they can make a first step quite easily. Terrain generation and new mobs would be great - but so would changing this, a change that, while not a panacea, would be a huge step forward for the amount of effort given.

Ouch, that would be annoying. I think Ghasts fill up quite well the "flying hell-mob that shoots fire" for outside nether fortresses.
