They better not become as common as slimes are now. Mind you, slimes kinda needed a population boost since sticky pistons came around but now its kinda ridiculous lol.
I dont even bother farming wither heads. For all the reasons you gave. Too damn rare, and the Wither isnt much of a boss anyway as hes just hard but offers no real reward other than satisfaction.
The beacon is something, even though expensive as it is. Not as common as pigman would be, more like 10% of every group now that I think of it.

In the OP, I specify that they would spawn about as commonly as Endermen do in the Overworld.
While the idea of spawning them in bunches is at first appealing, I think one mob spawning in bunches is enough for the nether - one needs to vary mob mechanics. Additionally, Wither Skeletons are hard enough to fight alone, and bunches would only make it more difficult.

I'll support this on the stipulation that they're rare to encounter outside the Nether Fortress whilst far more common within. I agree that the Nether is still lacking, but I'd rather the Withers be the main denizens of the Nether Fortresses themselves. I would rather see Blazes become the more commonly occurring hostile mob outside of a Nether Fortress...as they seem less oriented to the Fortress itself than a previously humanoid entity now bone.

To explain a bit further, I see the Wither Skeletons as the previous creators of the Fortresses themselves...cursed or killed through some unknown fate and now damned to traverse their previous creations for all eternity. Blazes, however, have always seemed like naturally occurring denizens of the Nether who wouldn't have any advanced construction capabilities...so they're something of which I've always believed should spawn everywhere within the Nether. They're basically just fire elementals.

Well, I specify they would only spawn as often as Endermen in the overworld, so they certainly wouldn't be everywhere. Besides. spawning them on soul sand would just make people build Wither Skeleton farms over soul sand patches.
I would personally prefer it if the blazes were made more common, being able to spawn alone like other mobs, without a spawner. This would still mean more challenge and diversity in the Nether but it would also mean that the wither retained its special bond to the fortress. If it really is that difficult to make a wither boss then maybe the answer is (if anything) to increase the drop rates of wither skulls.

I think allowing blazes to spawn in other parts of the Nether (though keeping the spawners in the fortress) and moving Magma Cubes out of fortresses along with wither skeletons would be a good idea. Allowing blazes to spawn elsewhere would add more of a threat to the Nether; having Magma cubes in fortresses is, in my opinion, problematic for the same reasons as having Wither skeletons there. It's just part of an overarching, unnecessary emphasis on fortresses. But that's not part of this thread (which I think is great), and you have my full support.

It took me a ton of resources to get a mob grinder that pulls Wither Skeletons from a fortress into the overworld, where they fall to their deaths, and I had to wait two real months before they dropped enough skulls. And I linked two fortresses with this movement system, using lava flows to bring them to the overworld.
Well I've gone and read you FAQ and to be honest I think that what I said was totally reasonable in comparison to your answer. I still think it a better idea to keep the withers in the fortresses and seeing as the blazes would now not only be based in the fortresses along with the introduction of being able to smelt netherack for nether brick solves the problem of them being the centre of all rare things in the nether. However this is just my personal preference as the withers are the mobs key to the spawning of one of the only 2 bosses in the game. I am not trying to diss your idea as it has sense to it and it has a lot of support.
Well, I'm pretty sure blazes were designed to be fought in an enclosed space. Do you know how annoying blazes would be if they could fly farther away from you? Fast, agile, and accurate target that can burn you to death would make the nether too hard for some, especially since no amount of armor helps with fire. I wouldn't mind personally, but many players would find that way too difficult. Wither Skeletons additionally are fairly basic in their layout - ground mob that walks around whacking you to death. The Nether does need a mob like that, if only because a basic challenge can still scare the #$@& out of you if you don't expect it.

I support this. I have made 7 beacons in my legit survival world and 6 in older world.
It only takes like 3 hours to get 3 skulls if you have good fortress (large an in middle of lava lake.)
If you on't have fire-resist potions it will be hard.
They are not going to move them out of fortresses.

I personally like the fact that a lot of the features of the nether are in the nether fortresses. This means that if you want to find a lot of good things in the nether, than you need to find these nether fortresses (even though they are pretty common, and easy to find). I don't agree with your idea sorry. No support.

The vast majority of minecraft players don't grind, and the expanded terrain and space in which to search means they will spawn more often, making it quicker, if not easier. Fortresses are easier to move around (not that much), but the expanded terrain you can search in means you'll find them quicker. Additionally, in fortresses a bunch of mobs are competing for spawning attention - cubes, skeletons, pigmen, and blazes, while there are much less out in the real nether.
If you think the beacon is underpowered, that's a different topic. But if it is, you certainly shouldn't mind making it slightly easier to get.
I'm not really supporting, because it gives us more reasons to go to the Nether. Sorry, but I'm not supporting this suggestion. Instead, it should just roam around the Nether, not just Nether Fortresses.
