Since fully explaining this concept manually would be long, boring and difficult, I'm going to try making a scenario to help you picture how this will work.
[ Imagine you are a 15 year old male (uncomfortably long limbs, awkward movement, persistent acne and a sweatyness that will not go away) who likes to play many different video games. You are visiting your aunt and uncle over your summer vacation, and you are eager to show your uncle (who is also a gamer, but mainly sticks to RPGs like WoW and LoL) minecraft. The first few days are busy with pre-planned activities, but on the fourth day there, you have some free time after it becomes dark. After talking about the game for a little bit, you and your uncle are both eager to start up minecraft.
In your mind, you decide to show minecraft to your uncle like this: on his first day, you let him figure everything out by himself. If he dies during the first night, you give him some minor advice (Try punching trees to get wood. With wood, you can do many useful things!); if he survives then he will receive no advice and be allowed to keep on playing without being bothered. Sure enough, he is killed by a skeleton. You give him the advice and keep watching.
Thirty minutes later, you find yourself repeating what you said 30 minuets earlier. Your uncle is STILL not getting better. The only thing he is improving in is walking, and that's pretty basic. You need help teaching him how to play your favorite game. A tutorial, perhaps? Too bad Notch himself said that he would never add one.]
Something somewhat similar happened to me, and thats where I got this idea. Here is what the tutorial WILL do, and how it will to it:
When you open minecraft for the first time and head to single player, there will be a world called "Tutorial". When you open this world, you will find yourself in a pre-made level that is similar to a maze (it will be a pathway of bedrock with walls and no ceiling; on this world, it will always be noon). There will be signs (and maybe even hints that will appear on the GUI) that will explain what to do: travel through the maze to find and collect 20 dirt blocks. Throughout the maze, there will be obstacles like parkour walls/legdes, waterfall climbs, ladders, and long-jumps. This will help new players figure how to move, take/place blocks, and how to navigate obstacles. This map will be in a state of constant day.
A craftable, in-game handbook to look at (not unlike a dictionary or other reference material can be added to nudge players in [one of] the right direction[s].

Did you read and analyze the last paragraph? That would be the same thing as saying "Minecraft as a whole is linear and boring because all you do in the end is find diamonds and kill the ender dragon!". This is not the stereotypical tutorial in which you are forced to travel down a predetermined path, this a minecraft tutorial. You can travel anywhere you want to in the level, except for outside of the maze. The only difference is the list of objectives that will be displayed on some part of the screen, telling you to do certain things and giving you helpful information when you attempt them.

You can get any of this information from outside sources! Why do we need a tutorial?
Why do we need tutorials? Why don't you ask "Why do we need keyboards?" while you're at it. The tutorial is a starting point for new players, where you can blindly blunder in peace. There will be helpful GUI/HUD popups to assist you in whatever part of the tutorial you are trying to do.
As for the outside sources, those often reveal too much about the game, effectively ruining the newbie's experience (the fun part of the game). Outside sources can also be unreliable and misinformative. They can't always be there when you need them (imagine taking a trip to somewhere without WiFi), and they aren't always accurate. This is why the tutorial system is superior.
If you have any suggestions or reasonable complaints, go ahead and make a reply. If you think that something sounds strange, or if you don't understand it completely, post about that. It may become part of the misconceptions section

Exactly. I got this idea after watching my nephew trying (and failing) to survive the first night. No amount of advice would help, and I didn't want to ruin the game by telling him everything. Half the fun is not knowing.

If you don't know ANYTHING about the game and you die 15 times in a row because you have no idea what to do, that also kills the fun. It pains me to watch people play, forgetting to hold down the mouse button to break blocks. I, by no means, am suggesting a guidebook on everything in minecraft. I'm just saying there should be a way for players that JUST got the game a couple seconds ago to learn how to walk, jump, break blocks, attack mobs, and swim in the least revealing way.
All good games are supposed to tell you how to control your character anyway. It's high time Mojang decided to teach new players how play by themselves without having to rely on YouTube or the Wiki (which most people end up doing anyway, and is far worst than a tutorial).

I support this. I actually read your post and understand that this would be a tutorial, not a guide to the entire game. I was introducing my cousin to Minecraft, and it was hard to help him understand the game without taking over and showing him myself. Possibly the funnest part of Minecraft is when your a beginner and you don't know a lot about it. A tutorial will kill this. I don't support this.

You do not understand this suggestion at all. I am saying that there should be a in-game tutorial to teach you how to move around and break blocks, not a Universal Crafting Book from the wiki to spoil the game. I know what fun is, and it's certainly not fumbling around in the dark, getting the game-over screen 15 times in a row.
Considering that the controls are Right click punch, Left click place, WASD move, Space jump, you can hardly fumble around in the dark. And when you do, it's usually funny, not frustrating. When I was a newbie, I thought my own stupidity was funny. I didn't go "BLEG! THIS GAME SUCKS!" and quit. Well, maybe I did, but that was funny as well. Minecraft is incredibly simple, and as such, you don't remain a newbie for long. Thus, a tutorial built into the game is rather pointless. You really want a tutorial though? A simple tutorial for survival would be: How to move, how to jump, inventory ( explaining what your crafting grid is, and armour slots are ), bars ( your health bar, XP bar, hunger bar ), How to attack, how to break blocks, basic survival tips, basic command keys ( f2, f5, f3, e.g. )

I didn't say that NOBODY would know what they are doing. I started after a few hundred YouTube videos, so I had no problem. That's why you can skip the tutorial.
The tutorial is to help introduce brand-new gamers no minecraft, not to be your personal babysitter. If you don't want to use it, so be it. But there are plenty of people that can and will want to use it when they start.

I didn't say that NOBODY would know what they are doing. I started after a few hundred YouTube videos, so I had no problem. That's why you can skip the tutorial.
The tutorial is to help introduce brand-new gamers no minecraft, not to be your personal babysitter. If you don't want to use it, so be it. But there are plenty of people that can and will want to use it when they start.
That's redundant. You can't teach someone how to use a game with a tutorial and at the same time keep it from spoiling the game. Relying on a tutorial to teach you is the same thing as relying on the Wiki or YouTube. It's the same thing, different ways of doing it.
If they're playing offline, how did they get the game in the first place? (assuming this isn't some freak storm knocking out the internet, because if it is, can't really be helped.)
