A number of the enchantments really ought to apply to multiple tools. For example, Fortune on an axe would let you get more than 3 books when you break a bookshelf. Fortune on a shovel should be updated to give more than 4 clay when you break a clay block. Fire Aspect on sand would let you get glass blocks instantly from sand (or a pickaxe would let you get iron/gold ingots instantly from an iron/gold ore). Unbreaking on a sword and/or bow (and armor, I guess).

They don't have that because you would be able to farm them.
If they do add unbreaking for armor, it should only have one level. Armor lasts long enough.

For the axes getting more books thing, you still need wood to make more bookshelves (which is very easy to reproduce but still). It's aimed more at breaking bookshelves in strongholds and/or villages than farming (although it could be used for both of course). People can already indirectly farm books via suger cane, which is not very hard to grow. It's not any worse than getting 4 diamonds from a single diamond ore (Fortune pickaxe).
And the clay part isn't farmable because clay cannot be manufactured.

Clay only takes 4 balls to make a block. If you got more than 4, you can just craft the blocks, place them and reharvest for more. Same reason why iron/gold aren't affected by it. I'm unsure about what they should do about books. They do require another resource, but it's still the same principle.

Oh snap, I just checked the wiki and I never knew that clay blocks could be made (I only thought they occurred naturally)...hooray for brainfarts.

There DOES need to be Unbreaking for weapons and armor though. If nothing else, I could use it to put legendary infinite items on my server... for example. That would require Essentials, so it's not unbalanced if you don't cheat. (derp no kidding lol)
