I think it would be a great idea to bring in tool kits for minecraft. and when i say tool kits i mean tools to fix your tools. these kits will have to be crafted nd yes they would also wear out. but this would allow you to break your pickaxe, shuvel, hoe, axe, or armor and then you could restore it to half of its origional uses.

I think a better idea would be to be able to use the current workbench to fix tools within the crafting grid.
Essentially, you would place the damaged tool in the center square, and then put a block of the corresponding material (e.g. wood, cobblestone, etc.) in the square above the damaged tool.
This would heal a third of the tool's HP in the case of the pick and axe, one half of the tool's HP in the case of the hoe and sword, and all of the shovel's HP.
