Step 1: Mojang inspects servers to make sure they do not have ANY P2W "perks", such as: Weapons, Spawners, Armor, etc. Aesthetic items such as fireworks, skins, pets that follow you are totally FINE!
Step 2: Mojang approves 100 of the servers that do not have any P2W "perks"
Step 3: Mojang alerts the community about this and let's the owner submit their server for inspection.
Step 4: Mojang releases the update and put's a tag by the server name (in-game) that says: "Mojang APPROVED!" Only servers with "Mojang APPROVED!" are allowed to be seen/joinable by other people
Step 5: They continue to inspect and allow servers to be joinable/seen after they release the update.

Sorry, but Mojang doesn't have the staff power to provide that kind of moderation - its not feasible, considering how big the playerbase is.
