Age:unknown
Gender:male
Appearance:a ghoul but not completely visible at first glance most don't think he is but he is,white skin yellow eyes
Personality:A kind chap but he doesn't take to kindly of people calling him a mutie or ghoul. He is a wanderer and trader and a scavenger
In-game RP example: (Include dialog)As The Lone Wanderer aproched the abandoned bulding he gripped his cold iron blade tightly. He realized that the building was not empty, he could easily see the poor made traps set out by a amateur. He thought of trying maybe entering and talking the person out, but he knew that that would not happen, he swapped out his blade for a small gun he had, although he only had 5 bullets left. He entered the house avoiding the traps with ease. As he turned the corner he felt a cold steal rifle barrel pushing into his neck. The man behind him was a rouge paladin from The Brotherhood of Steel. The Lone Wanderer spoke out "please don't shoot I just came in search for some food and water" but as he finnish another figure walked out of the shadows and said "We will give you no food or supplies, give us 200 caps and we will set you free". The wanderer reached into his pocket not to grab money instead he pulled out a grenade pulled the pin and threw it at the paladin, next he shot the other between the eyes with his weapon. The Lone Wanderer lived another day, but he could not risk another incident.
Background: (Detailed and in-depth, 2 paragraphs)My name is Westmont Price, I do not now were I was born, I do not know my family, but I do know how to shoot a gun. I Have struggled to keep sane over the years for I have lost count. I am a ghoul and I don't remember ever not being one. People don't let me come in towns and occasionally shoot at me unless I tell them I can speak.
Ever since the explosions I have been living alone. I have my gun and I can shoot some one with it from 4 miles away. I don't usually stay away from conflicts and towns, but sometimes I go in to buy ammo. I have killed 84 Deathclaws and 1006 smooth skins. I think the counting has kept me sane, but not for long unless all of sudden they start let me in to town and stop shooting at me.
Okay, a few things:
1. Your definitions could use some work.
2. Your RP example needs more dialogue.
3. Your backstory needs way more expanding, have some more info on his childhood and just overall expanding would be nice.
4. 'I have my gun and I can shoot some one with it from 4 miles away.' Seems kind of like an unfair advantage don't you think?
Please fix all of the criteria asked of you and repost your app.

Background: (Detailed and in-depth, 2 paragraphs) Karson was still in diapers when his parents were brutally murdered by a wandering mad man. He was then taken to live with his godparent Micheal. Micheal raised him with a beer bottle in hand constantly drunk, Karson had to be very independent and learned things either the hard way or by himself. When Karson was 15 he took an interest to mechanics and machine's. Specifically small robotic items and guns. He learned everything he could on his own and then expanded off his own knowledge.
At 18 He took up the occupancy of a gunsmith, A pretty novice one at that. As soon as he had enough money to travel to a new town protected by the NCR he was out of his godparent Micheals home in a heartbeat. He soon found a suitable town after wandering for a few weeks. He set up shop in a small booth were he slept and lived as well as worked.

(Walker tosses the highwayman the caps)
Highwayman: Thanks man. I'll see you in hell.
(Highwayman raises his gun)
(Walker takes out his pistol and raises it too)
Walker: Throw the pistol to me! I'm not one for violence, but if I need to I'll make your brain mole rat chow!
Highwayman: *sighs* Fine.
(Highwayman throws the pistol)
(Walker picks up the pistol and puts it in his pocket
Walker: Don't try anything or I'll shoot you in the leg.
(Highwayman puts his hands up)
Highwayman: I won't.
(Walker walks away still having the gun on the Highwayman, he then runs when he's far enough away)
Background: John was born in the New California Republic in 2257, he wasn't born into a rich family. His family had to live off the land, plant crops, raise cattle, and fend off bandits by themselves. They didn't get too much support in terms of firepower, his family only had two rifles, a shotgun, a revolver, and what ammo they can find and make. The NCR was strict when it came to giving military aid to citizens. They didn't help his family since they didn't choose to give over half their crops to the NCR for a fraction of what the locals were paying for his supply. The NCR wouldn't ever give his family a rifle and magazine of ammunition! When John came of age, his father's farm was in turmoil. Bandit raiding parties were becoming larger and more violent, the land was tired and wasn't producing as much crop as it could, and the other farmers were giving up their land to the bandits and larger farmers looking for more land to till. His family wasn't doing to well either, they were living off of scraps of their harvest. Being forced to sell a majority of their surplus in order to buy needed supplies to fend off the bandits. The NCR was also busy with Caesar's Legion in Colorado, and Nevada so they couldn't help out the farmers falling victim to thieves and raiders in their area of the Republic.
So they fended off the raiders and thieves as best they could, but one night in August when the moon was full and all was quiet. There was a barrage of flaming bottles heading towards the fields of maize towards the left of the farmhouse, then the barn was engulfed in flames, then the raiders rushed the house. John ran inside and was able to save a majority of his family, but his dad was in the barn feeding the brahmin their supper when the barn was engulfed in flames, he died in the fire. His family was forced to move, they scavenged what they can from the rubble, John personally buried his dad (being the oldest of three children he was more capable of dealing with such a loss), and they moved to the capital, Shady Sands. His mother died a few weeks later from the loss. So John and his siblings worked their fingers to the bone to make enough money to eat and live. They couldn't afford anything else. As years passed, his siblings moved on, and John moved too. So he headed east until he decided to settle in Utah.

Why us?: I've been looking for a decent RP server for awhile; most just end up throwing "jobs" or a story into the mix and then try calling it "role-playing." Your server seems to be the most serious thing I could find that wasn't the boring, dried up medieval RP. I simply love the Fallout story and lore. It's so believable and lifelike, yet so fantastic and surreal.
Define Role-Playing in your words: Role-playing, is just what the words say, that is playing a role. Like an actor in a film or a play. On the stage, or the game world, we are not day-to-day pencil-pusher John Smith, but Hamlor - Orc Adventurer! I may be exaggerating a bit with the example, as Mr. Smith could very well play Mr. Smoth the day-to-day pencil-pusher who lives in a slightly different town. It's all about being something you can't be in a world that never was, regardless of how extravagant it may be. Your a different person in a different place interacting with other people in that same place.
Define Meta-gaming in your words: Meta-gaming, is the act of accessing and utilizing information unbeknownst to the character you are currently playing. This could be extended to include the "New Life Rule" which prohibits the use of information passing between character deaths. An example would include a man who is robbed and murdered by a group of criminals, then after re-spawning as a new character alerts the guards to the criminals' activity, even though the current character (should) have no knowledge of the previous.
Define Power-gaming in your words: Power-gaming is, but is not exclusive to, the act of forcefully controlling the thoughts and actions of a character you do not possess, or performing actions unrealistic or canonical. For example, depending how combat is addressed by the role-play provider, firing a weapon at rather than "toward" a character without the target having any say as to what the bullet does. The player who is shot at must also act realistically by accepting that they have been hit by said bullet and role-play accordingly, regardless if it means the characters death or misfortune.
IC:
Name: Daniel Carran McGill
Nickname: D. C. McGill
Age: 31 yrs.
Gender: Male
Appearance: He is a man of Irish decent with neatly combed dark red hair, and an almost-clean suit; sans tie. He has an indifferent strictly-business visage; an unchanging poker-face as if he always has an ace up his sleeve, no matter how much the deck is stacked against his favor. (Sorry, I know, the description is awful, 've always been terrible at them.)
Personality: Money buys a lot, everything, if you care to see it that way. He understands that. He also understands that a sharp-cunning not a sharp stick defines who has the most of that money. He's patient, calculated, but he lacks any meaningful, emotional connections. Any friends are nothing but tools or clients.
In-game RP example:
Three men, Daniel and two mercenaries, are walking down a long forgotten highway somewhere in Nevada. The road is cracked and folded; sand lazily meandering across. There is a sudden crack.
"'Yall git down," one of the men screams and pushes Daniel aside, behind an abandoned car. A bullet rips through his lower abdomen, mincing his entrails and sending a few chunks of vertebrae out the other side.
"Gas Station, four or maybe five meters down," the other calls out. Rounds are exchanged for a minute or so. The second mercenary is shot and killed.
Daniel sits against the car, bullet riddled bodied of his companions on either side. He throws his handgun aside as a few bandits approach.
"What 'av we got here?" One of them kneels down in front of Daniel, casually bringing a gun to his head.
"You're not gaining a thing by killing me, you know that, right?" Daniel asks.
"'An why's that, your friends there 've got guns and armor," the bandit replies with a smirk "Enough to kill a man over."
"Anything on their corpses is free for you to take, what's mine is in the next town down. A whole bottle of unopened whiskey, three hundred years old." he looked up toward the bandit "Anyone who walks me into that town still in one piece deserves a shot or two."
The bandit looked back at his alcohol deprived comrades, "Get up, start moving toward 'at whiskey. I want 'at shot by sundown."
Background:
Daniel was born to a family of tribals sometime in the 2250's in the area of Vegas now known as "Freeside." His early childhood was filled with memories of war and suffering in and about his clan. Both his parents were killed before adolescence. He, unlike his peers preferred to deal in words and caps rather than lead and steel. Peaceful arrangements were made between the various tribes and at the age of 16 he became a trader, traveling between the various settlements located within the Vegas metropolitan area. In 2271 at the age of 21, Mr. House arrived in his town with an offer for his clan to join his New Vegas strip. His people agreed and founded what used to be the Tops Hotel and Casino. A few mishaps with the poker tables landed him exiled from the strip. He signed on with a well-known caravan shipping junk between Freeside and the Novac Scrapyard.
He continued with the caravan until 2281 when tensions between the NCR and Caesar's Legion escalated and the New Vegas area proved to no longer be profitable. With most other caravans deciding to move west toward NCR territory, he took a chance and traveled east, toward Utah. A far more dangerous place, but also far more profitable being one of the few traders in the area.
A Note:
I realize the In-Character portion isn't as in-depth as it could be, but I prefer to develop characters during role-play rather than following a pre-set collection of personality traits. Real people are spontaneous and fractured not cliche and structured as a list of personality traits and a biography may wish them to be.
Time you can dedicate: Anywhere from 0 to 24, it fluctuates quite a bit.

Gang Leader: There you are Jesse; we were looking all over the wasteland for you. Now about those caps you owe us *begins to draw gun*
James:*turns around and punches gang leader* I saved your life Jeremiah, which should be enough pay for you.

James:*Pulls gun out of holster slowly then shoots Jeremiah again* Where?
Jeremiah: You’ll never know.
James: *Hits Jeremiah with gun* Where!?
Jeremiah: *dies*
Background: Born inside of a vault with no known father, James had a mysterious life. James was made fun of for being the shortest one in class. He also loved to hide and scare people when he was not at school. He became a hoodlum, going to the lower levels of the vault and causing trouble and getting in fights. For the first 11 years of his life he lived with his brother and his mom. His mom died of a heart arrhythmia when he was eleven and he and his older brother left the safety of the vault to become businessmen. When James left the vault he wanted nothing to do with it or vault-tec. He sold his vault-related items and left his old life behind. Years of stealing and scamming filled his live, which then attracted Caesars Legion. When they were in New Vegas when he was 17 his brother was stabbed by a Caesars Legion slaver and kidnapped. James at 18 joined a gang lead by a man named Jeremiah. While in the gang James lost a rib by pushing Jeremiah out of the way of a pistol, saving Jeremiahs life. But, when James found out that the gang had an alliance with Caesars Legion he left them.
Seven years later he needed a hitman and he hired one of the gang members then putting himself in the sights of the gang by not paying. Knowing the gang was after him he disappeared to Utah where he started a new life as a rancher, it was peaceful until the gang showed up there too, over the course of three years James eliminated the remaining members of the gang and became a gunslinger. For the last year until the present James has been trying to fix his broken life, which is when, the story of Fallout: Sins of our Fathers comes in.

Until that happens Denied

Define Meta-gaming in your words: When someone use's OOC info IC, Like if your in global chat listening to a player asking help from a moderator, The player tells him were he is to show him the bug or what ever then you use this info to find his base IC.
Define Power-gaming in your words: When a character is acting or fighting unrealisticly. Say you come across 2 people and type *Karson whips out his pistol without warning and use's a truth bullet on both of them, Karson Tell's them to tell him were there base is NOW!* *After the truth bullet wear's off the 2 victims of power gaming attack him and Karson then take's out the most powerful sword ever and kills them immediately* RP without giving a chance to other players to even do anything.

Why us?: This server has a LOT of potential, not to mention this looks professional and a really dedicated group. I also used to play Serious Roleplay (OpenAura gamemode) on a game called Garry's Mod and this is very, very similar to it (roleplaying, factions, developing your character, etc.)
Define Role-Playing in your words: Developing your character/role.
Define Meta-gaming in your words: Using out-of-character information in in-character situations. For example, if someone types in global chat "There's some Caesar's Legion guys in the hills", your faction uses that OOC information and goes and attacks that squad of CL.
Define Power-gaming in your words: Making players obey to your will by using unfair actions. For example, you use a roleplay action like "Steve kills everyone in the town", or the more realistic "Leon shoots all of the bandits in the head".
