Not to snark too much, but he idea of renegade 4J coders having created the Mash Ups with out permission and are now waiting on a sign off is hilarious. Every software job I have ever had, big or small, Legal always on the ball from day one, and man, you'd better not sneeze without their approval.
I am sure games are different, and probably some goofy non-compete clause being checked or something, but I choose to believe they made it and waited until it was done to see if t was cool thinking apologizing is easier than asking permission.
That's because Microsoft wants money from each DLC game developpers release. I hope it won't be that way on PS3/PS4/Vita

Obviously they would like to release things for free. Just because it's sony does not mean they won't make them require a price as well. Look at how well skinpacks have sold, Sony would be fools to not see the numbers. Like I said above, Sony is a company too; they're not these massive gamer lovers that PS3 fans make them out to be. Every company is greedy and rightfully so. Sony know how much MS has made off MC:XBL and it's DLC's and will not turn down that much money. End of.

4J is currently finishing up whatever legal paperwork is needed to show and release the first Mash Up pack.
The first "texture pack" is actually a mashup pack.
A mash up pack is going to make the game feel like an entirely new game. New music, textures, skins, user interface, and comes with a themed world.

They'll charge for the skins, texture packs, and Mashup packs as long as Microsoft is making money off of them, you can bet Sony will too.
