It's true. Every title update for any 360 game has to contain all of the data and changes and such from every previous update. Suppose someone just bought Minecraft 360 for the first time. If they update the game to TU11, all of the previous stuff from the other updates needs to be a part of TU11. Otherwise they would have to download each update successively one after the other. The same goes for if you delete a title update and re-download it. Honestly, if you think about it, it does make sense. If you check the minecraft section of your storage, you'll see that it is only storing one title update at a time. Every time a new update comes out, it replaces the previous ones and the new update includes all that has come before. You can test this by deleting the update in your storage. It will revert you back to the form of MC360 prior to any updates. This shows how all of the update features from every update are stored in the most recent update. Sorry if this is maybe a bit unclear. I'm dealing with insomnia and stuff right now. I hope my explanation at least helped to clear some things up for you.

Thats slightly wrong. If you just downloaded the game, you have all the updates included with it. You will only have to download updates that roll out after your purchase. However, they do include all of them in case say someone buys it at TU7, then goes offline for a year. They will need to be able to get all the updates when they connect next.
Wouldn't it be possible to (rather than include every previous update in the package) have it so that when you update it checks which TU you are currently running, and only download the relevant updates. This seems like it would be an easy task, but then again, I am not a programmer /developer...
Not sure if this was the most recent update, but I just noticed it. I believe the hit boxes for ascending / descending cart tracks have been changed (half-slab shape as opposed to the horizontal ladder-like one when placed flat). Was working on a rail line last night and noticed they now seem to be a lot easier to remove.
I think they fixed the tilled soil becoming normal dirt when you walk on it. Now, it only becomes normal dirt if you jump on it (crouch-jumping still turns it into normal dirt though)

since the launch of MC a year ago all the updates we've had where already in the game, yes a year ago we had jungles, pistons, spawn eggs etc....they just wernt accessible for us
all they did was change the coding, hence why the updates and bug fixs where so small (7mb), thats how you get around loading a TU7 with a new update and still get everything...
as for the latest update i dont know, perhaps they've added alot of stuff that they havnt coded in yet ?
so the new updates/bug fixs will be small downloads again ?

No.... You are partially correct. The only thing we had back then that we got in the future/since then is textures, all the textures were in, the rest was not, if it was all in the game, there would be no point in having 1 update every month. We would have already had it. That's why people found potion textures and etc back in 1.6/1.7,
