I've had this on my mind for quite some time now and I finally got a couple of minutes to make a simple mockup of what it would look like.
About
It's a separate app that you install and use to switch between texture packs you download within the app. In essence, it's Intyre's MCPEPatch, but for texture packs.

How To Use It
Open TPSwitcher
Type in the URL (URL to the direct ZIP/RAR archive) of the texture pack you want to install
Tap the Download button
Go to Packs page
Select the texture pack you want to use
Open MC: PE and enjoy
How It Works
It's a rather simple process that I've been doing since 0.2.0.
It downloads and extracts the ZIP/RAR Archive to a folder
When the pack is selected, TPSwitcher scans said packs' folder for the images it contains
TPSwitcher then takes the default packs images that have the same name as the one's in the new pack and moves them to a seperate folder
I didn't explain that to well. Let's say I want to install Pocket Doku Light. TPSwitcher scans the Pocket Doku Light folder for the images it contains. So if it finds an image called "terrain.png" in the Pocket Doku Light folder, it'll move a file called "terrain.png" from the default pack to a seperate folder and then move the "terrain.png" file from the Pocket Doku Light folder to where the original was.
4. After that, TPSwitcher then takes the images from the new pack and puts them where the originals

FAQ
Q: Does such an app exist?
A: No.
Q: Then where'd you get those images?
A: I made them using GIMP.
Q: Will I be able to switch back to the default pack?
A: Yes. I forgot to include that in the Packs page but I'm to lazy to go back and redo the image.
Q: Will this erase any of the default images from the default pack?
A: No. This is why I chose to move the images to their own folders rather than deleting them.
Q: Does/will this work on both iOS and Android?
A: As of now it doesn't exist so I can't tell you. From what I understand, they're shouldn't be any problem trying to get this working on iOS. But, apparently, the texture pack files for Android devices are stored in the actual APK and aren't extracted like on iOS. This means that in order the change the texture pack, we'd have to extract the files, replace them, repackage the app, and resign it. Much more complicated than on iOS.
Q: Is anyone working on making this app?
A: No. As of now, no one is working on it but I'm hoping this thread will draw the attention of devs here who know C, C++, and/or Objective-C.

your argument is invalid ^~^ Apple has a habit of COMPLETELY HATING code-changing apps.... so yeah. I'm sure this COULD be done for android, but what with Apple being Apple, I can't see this anytime soon.

Like Kooplah said, this would be a jailbreak app such as iMCPEdit and MCPEPatch. (In essence it's MCPEPatch but for texture packs.)
Anyway, if a dev who knows enough C++ decides to do this, it'll be released through Cydia.

Pls. Winterboard is easy enough. If i find a good enough updated texture pack ill put it on my repo and make it work with Winterboard.
Edit: Not intended to knock the idea. I have just tested other texture packs that don't rely on Winterboard, and they are absolutely...gross? It could be a good idea but with things like iDeb, I can't see why we would need anything else.

That could work as well but keep in mind that running WinterBoard on and old device will cause significant lag. Especially while playing a processor intensive game such as MC: PE.
But, if you want to try, Pocket Doku Light is one of the very few full ports of a texture pack.

What? You do realize iMCPEdit doesn't do anything at all with texture packs, right?
