Spout won't add things like that, but Spout makes plugin developers able to add stuff like that. With other words, if a plugin developer ever decides to do a plugin like that, using Spout, or you hire somebody, I say it's pretty possible.

The Mojang API will have a lot more access to controlling players, especially because Mojang are making a lot more of Minecraft server sided. Nothing SpoutPlugin didn't already add as far as I am aware though, and they got nothing on the new Spout engine with Vanilla plugin.

I'm a server owner myself and I'm going to tell you my plans for the future and explain them so hopefully it can help out others who don't know what to do. One of the reasons I got into Minecraft about a year ago was seeing a video on Youtube showing off the IC2 mod. I didn't know how to mod back then so I forgot about that dream for a while. At first I ran a server on the Network at my house for my sister and me and soon I discovered Bukkit and switched to that (at first I just used the vanilla server). I heard about Bukkit Contrib but never acually used it, just kept my eye on it. And then Spoutplugin came around and it made me remember the IC2. I was very excited for its future and immediatly added it to my Bukkit server. Then in Oct. I started up a public server and have always had some Spout plugins on it for Spoutcraft users. Then at the beginning of the year they decided that they would do more of what they want if they made there own server. Reading of what the new server software will provide, I remembered my IC2 dreams. So now I'm still still using a Bukkit server with the Spoutplugin and on the side I play some modded fun on a private server with IC2, Buildcraft, and Redpower. Now you have the back story, now for the future. I have all intentions of using the new Spout server since my current dream is in my main city on my public server (NewZona) I want to have electric to every house there, and a virtual internet connection (yes using the internet, inside the internet xD). And on that virtual internet, I want players to be able to play games on there virtual computers. And I only see that possible with the Spout software. Since its a voxel engine, I see it possible to play a game within the game. And so much more. I just don't see the offical API doing that since that is just Minecraft. I want to go beyond Minecraft. And Bukkit definitively isn't going to provide that. And for the players, all they have to do is download a .jar or .exe file, click it and login, volia! As soon as they connect to my server, it should download everything they need and install it. Simple, and my server will be a gateway to other games then.
tl;dl Spout will allow for more than Minecraft to be played, while bukkit (which will most likely die after the offical API), and the Offical API is just Minecraft.

The thing a lot of people are complaining about is that the API will most likely not be open source. If it's like anything we have seen in the past with Mojang's communication skills the API will most likely have limitations that Mojang oversees. That being said, this also closes the door to outside contributions from the community also making it likely to be a slow paced project like Minecraft itself. Dinnerbone has stated that he wants to have the project open source but in the end it's not up to him and in my opinion it seems unlikely.

The new Spout engine allows people to create games with ease using their API. As in, with ease is still a lot harder than modding Minecraft or making a plugin for an already made game.
If the people who call Spout stupid would only see a class of the client in Java....
Also, to some people... Spout has a much higher performance. It is also great because the same plugin works for Client and Server, as they both share the same events and Packets (Messages in Spout).
Also, Minecraft has over 1000 classes for the client, and 1000 classes for the server. Between Vanilla and Spout, there are about 1000 classes for both... And it achieves the same thing... Hows that for performance increase?
Will the new Mod API allow people that own servers to for example when you log in it auto downloads the texture pack, John Smith and it makes you use John Smith when you are on that server? If you get what im asking :/
Not much of it is confirmed actually, but they are moving a lot more to server, so possibly.

Yes, easily, and this is already possible with SpoutPlugin and server texture packs are planned to be added to Vanilla minecraft server by Mojang in the future.

Mojang haven't released details, but it seems like that will be possible. It is already doable within SpoutPlugin, so I don't see why not with the amount of client-server side changes.
