I portforwarded right, other programs can connect to the port. I have no firewall or anything like that opened, I downloaded the newest one, I tried using the exe and the jar, neither worked. I CAN connect hamachi, but my friend has problems with hamachi so that doesn't work either. :\ anyone got an idea what could be wrong? Just get the connection refused: connect error. I used to be able to host a few months ago on my old computer, so I know how to port forward and all that, but it isn't working :\
Sorry for the bad grammar as well, tl;dr: can't host, port forwarded and firewall isn't the problem.
do you have a dynamic IP? usually my IP just changes randomly when it's dynamic so try going to whatismyip.com to check if your IP changed. my IP changed only seconds after I just looked at it rendering the connection refused thing.

I get to the point where it says Logging in, ( goes blank ), Logging in, Downloading Terrain, I get into the game and I get the error; Internal exception: Java.net.socketException: Connection reset. Also a few bugs in single player like the tools breaking instantly. So we're just going to have to wait for Notch to fix it all sadly.

If other programs can connect to the port, and there are no firewall specific rules directed towards your friend, perhaps a routing issue? Ask your friend run a tracert to your computer and check the results.
connection refused is normally the error if the server is not on or the port is not forwarded right.... your sure you actually have the server running when trying to connect right?
If you do, what are you running? If your running windows 7 maybe parental controls are blocking you? or something similar? I know when I was making mine, a setting on my computer was blocking me, do you have anything like that on yours?
