I have this problem with my Minecraft server, I decided to format my PC, before that I put the server and some more files on the disk to be saved, after reinstalling Windows and putting the server back on my drive, it will open, everything will seem okay, but if I try to go into the game, it doesn't find the server. Yes, I have Java installed and the ports haven't been touched, even controlled with my Internet provider for them to check ports on their side. This is fairly confusing, and I haven't changed anything in the server either.

* FORMATTED PC
* NEW RAM INSTALLED
* WINDOWS 7 ULTIMATE 64X
* BUKKIT SERVER
* JAVA IS INSTALLED
* PORTS ARE 100% OPEN
The port should be open, as I stated, I haven't made any changes to them, and before I formatted I had 10-12 players on the server often..so I'm pretty sure it's forwaded.
EDIT: If you are, then your server may already be up without you knowing, check if your friends can connect to it like this.
This is quite common, you CANNOT connect to your own server (running in the same machine) with your External IP. You MUST use "localhost", "0.0.0.0" or "192.168.X.X". A local IP Adress, and give out your External (from http://www.ruuter.ee/myip/) to your friends.

Also, try using this port scanner to see if your server is reachable from the internet. (by default you should try writing port 25565)
