What error message do you recieve when starting up the server... Do you even get an error upon startup (IF you've been getting an error at server startup, that's what Lethalslash is talking about)
Or are you only getting an error when you try to connect to it with your client?
The connection does not necessarily change if it is wired or wireless, however, a router or computer might have additional filters and preferences for a wireless connection. While you can set servers up on both types of connections, a wireless connection will usually be more prone to problems and other things getting in the way.
Can you post your current Server.properties file?
Can you tell us what router you are using?
Are you able to connect to your server just fine? (try using it's Local Ipv4 address ,localhost, and the external IP, and let us know which ones allow you to connect)
This is my server proerties:

I am using a Belkin F9K1102 v1
and i am using my local Ipv4 and i havnt tried using localhost
And this still says it's closed?
If it does, then I'd suggest posting a screenshot of your Port Forward Settings.
Use a website like IMGUR to turn the screenshot into a website URL, and then paste the Url here
So, I know you have Windows Firewall, but can you think of any other programs that might manage your internet connection? Microsoft security essentials won't do anything, but do you have Norton? McAffee? or another still running behind the scenes?
If you have a proxy installed, those can also change/mess with port forwarding, and you might need to make sure they are disabled.
i am unable to connect to my server through my external ip address
You most likely won't be able to, even if everything else is working. When it's all set up perfectly, connect to your server using its internal IP address if you can, and for users outside of your home network, then use the external IP.

We'll go from there.

This guide will remove your routers firewall from the equation... making it one less thing to get in the way.

Your computer is still safe, as long as your personal firewall stays on.
If you wish for it to remain private, just simply send me a message letting me know what the IPv4 is.
If it does, then I'd suggest posting a screenshot of your Port Forward Settings.

Like This... except with your Port Forwarding settings!

Do you have anything else though? I have to start grasping for straws to figure out why this won't work.

Nope... that's not a problem here... unless for some reason, you already are port forwarding another Minecraft Server already
