My Techne won't open?

So I went to the website that was in the description of Lets make a mod: making a mob part 1
I Right clicked the download link and wen't to save target as. I saved it as an Application but when I go to run it, it opens up a small window and says "Verifying Apllication requirements. this may take a few moments."
After its done it says "Application cannot be started. Contact the Apllication Vendor." I've tried this like 6 times and redownloaded it like 4. Can you help me please?
