If you do change it to "an item with 2 level-3 enchantments" then I have that complete, as I have an Iron axe with Efficiency III and Unbreaking III, that a Villager Enchanted for me.
Ah, very nice. I took a closer look at the charts, and that looks like the only other valid combination, in survival mode, anyway. (Well, you could replace Sharpness with Smite or Bane of Arthropods.)
I think I actually have a villager willing to sell me a Sharpness V book, for 50+ emeralds. Haven't had the need for it up to this point, but this seems like a good use. According to MinecraftEnchantmentCalculator, putting 30 levels into a Gold Axe should give me Efficiency IV or V at least 45% of the time, much better than the 5% chance for Feather Falling on Gold Boots.
If you didn't have a villager trade, enchanting books at level 30 seems like the next best chance. Here are the odds for getting the necessary books (according to the above site):
For combining on an axe:
Efficiency IV: 6.7%
Bane of Arthropods IV: 5%
Smite IV: 4.6%
Sharpness IV: 1.2%
For combining on boots:
Projectile Protection IV: 5.6%
Feather Falling IV: 4.6%
Blast Protection IV: 1.8%
Protection IV: 1.1%
Fire Protection IV: 0.6%
Hmm, just did some more testing on that site, and it looks like, contrary to my expectation, gold boots actually have the LOWEST chance to get Feather Falling by applying a single level-30 enchant:

Ok, looks like level 30 isn't even optimum. Looks like if I want max chance of Feather Falling IV, according to this site, I'll want either Iron or Diamond boots, enchanted at level 25 or 26:
The calculated percent doesn't appear to match up with what I'm seeing on the other site (which shows about 31%), but the peak appears to be in the same place, at level 25 or 26.

I figured it out, just needed to remove the http:// part of it for some reason.

1) the island was 1 layer too high, (if you fall into the ocean, you have to break a block just to get back onto the island.)
2) 1 diamond ore block is missing from the the underside of the island.
3) when you type /ob create, you spawn under ur bed and start to suffocate...and you either have to jump right away or end up breaking the block ur stuck in and as such lose the only block of mycellium u have...

The lack of oceanfloor has to do with a conflict between the world generator and the plugin, we're working on that. And, the part where it's a block too high, if we lower it, MCEdit will remove a layer from the schematic (no clue why), but if we raise the water, the terrain generation lags the server for the player. The plugin still has a few bugs, but we're getting it worked out. It will improve

So if you don't spawn with them, is there an alternate method for getting villagers? A couple of spawn eggs in a chest or something? Building a village and spawning iron golems is kind of an important milestone on this map.

Ok here is some extra info about how Oceanblock works...(It'll be in a spoiler tag so if you don't want any spoilers don't look)
DId you remove the end portal frame on purpose?
and on the Oceanfloor, there is a layer of dirt, then clay, then sand, and a single block of gravel.
In the nether...you have a 10x10 chunks surrounded by bedrock. The Top of the box reaches y = 127 and at the top going down goes a layer of Nether Quartz, Soul Sand, Netherrack, and Glowstone. The portal area has 3 pieces of plowed dirt, 1 containing carrots, 1 with Potatoes, and 1 with a melon seed. and there is some Soul sand with as single piece of Nether Wart. Underneath the portal area is several air blocks leading down to the bottom with a Blaze Spawner, and a piece of Obsidian.

I got 5 saplings from my jungle tree, so a good start to wood production, but then built a simple mob spawning platform (no walls or fences) about 30 blocks away from the island.
Big. Mistake.
Not sure if mob spawning on a server is different than single player survival, but I was totally overwhelmed with hostile mob spawns, one huge wave of zombies and spiders would pour off the platform and swim toward me just in time for a huge wave of creepers and skeletons to spawn behind them. My partners all got killed, and I had to pillar up, but got killed trying to come down in the morning.
Oddly, I didn't spawn back on my island, despite the fact that I had slept. Anyone know if I need to do a server command to set my spawn point?

A couple of notes for anyone trying our the OCEANBLOCK.US multiplayer server who is used to 5thHorseman's map (these aren't criticisms per se, just differences it is good to be aware of):
Ocean level is Y = 11, there is no ocean floor, it goes straight into the void (so be careful swimming down!!)
So no infinite dirt/sand/clay, you'll have to carefully ration the dirt and sand on the original island
There is no end portal under the island, those blocks have been replaced by dirt and one gravel
I got to the nether, it is a normal nether (kind of what I expected, I'm not sure if it could have been any different)
Careful with your villager eggs, there is no "emergency chest" above the island. If you lose your villagers, you'll have to beg/borrow/steal from nearby islands
One additional note I alluded to in a previous comment: with so few players (so far), hostile mob spawning is crazy fast, so be very cautious. Just building a flat mob spawning platform 25 blocks away is asking for trouble. Also, if you build a traditional mob spawner, as a courtesy to other players, make sure you have a "shut off switch" so it doesn't build up crazy amounts of mobs while you are away. (I continued my tube all the way down to the void at the bottom of the ocean, I can just break a block and all falling mobs will zoom past out of the map.)
UPDATE: Server currently appears to be offline, as is their website. Routine maintenance? Restarting the map again? Or out for good?

If we manage to make an ocean floor, it means that it will lag a lot while generating each island. We don't want this to happen. Instead, we're going to put a shop on the ship, from where you will be able to get something if missing.
End world is under development at this moment. So is the nether world. We didn't expect that someone will reach it that fast, so you probably caught us unprepared. Additional Villager Eggs will be also put in the shop.
Our staff consists of two people - me and KiKoTo. It is hard to deal with all the things in one day. We're currently working on the shop, end world, nether world, website, forums..
Server was offline due to hardware maintenance, for which we would like to apologize.

Are you guys expecting new islands to be created very often? Seems like (after the initial ones are created for the first players) that it would die down a bit to some base level of creation that isn't very much.
I'm also curious why creating sand, dirt, and clay blocks is more processor intensive than creating water blocks. A block is a block, no?

There is. Lots of it, in the Nether. It's where you'd expect glowstone to be, just like the sand in the Overworld is where you'd expect sand to be.
