I tested my rose delivery system in my test world and it works great. If a storage minecart rolls over a hopper at a decent speed, it'll drop a single rose into that hopper with no problem. Now, all I need is to have the storage cart sitting under a hopper that delivers roses to it, and then have some way to determine when there are enough roses in the cart to dispense one to every pending dispenser.
EDIT: It took a little fiddling but I got it. I have a cart that will, once full enough to drop one rose in each hopper, will run up and make a loop around the village. If it's not full, it will go in a smaller loop that will drop one rose from the collection hopper into the cart. The only thing now is to make sure we don't accidentally start distributing iron to the cart, though if this works like I think, I'll have so much iron it'll be a valid use.
This is a horrible use of resources, and I'm so glad I thought of it.

It's not a secret that I know of I discussed it before 4.1 came out that I was going to fix the chunk issue due to the fact that biome-spawning was not going very well.

If I had more reliable internet I would find a way to make custom achievements pop in a video...but since that isn't the case I thought I would share my ideas for funny achievement names.

Maybe I wasn't spending enough time away from the grass...as I would occasionally walk to the "original island" where i currently have my storage chests to get more building supplies or to craft a new tool and that could have interfered with the animal spawning, so I'll go make a pasture of sorts somewhere, maybe past my mob farms and just leave it there for a few MC days and see what spawns...Also looking forward to a mooshroom or 2 in the mushroom biome, but the purple grass is funny looking in that biome!

So I finally got an answer regarding the slime spawning issue on the 4.0 map:
According to some notes added to the ticket by Markku (who has access to the source code), the problem with slime spawning on those two chunks on the seed we used for the 4.0 map has to do with that being the "world spawn point", which is deliberately kept clear of mobs for the benefit of new players joining an existing multiplayer map (so they don't land right in the middle of a den of creepers or something).
Note that editing the spawn point of a map (or sleeping in a bed) doesn't change how the "world spawn point" is calculated, so I think your 4.1 should be just fine (as I assume you moved the spawn point to the nice collection of slime chunks you located).
But it is nice to get some confirmation that we weren't all experiencing a mass delusion about our inability to spawn slimes where they rightly should have spawned.
Regarding friendly mob spawning in 1.5/1.5.1, I have seen some threads about people having trouble with it. I've played around with Oceanblock 4.1 a bit, but not long enough to be able to confirm or deny at this point.
So I finally got an answer regarding the slime spawning issue on the 4.0 map:
The crazy thing is, I'm POSITIVE I saw LP videos where people had tons of mobs spawning on their island when they left it at night. Maybe I just always saw that on videos of the 3.1 map.
You are right, I never moved the spawn point in 4.0 and have move it in 4.1.
I just finished my new home and thought I'd post a screenshot of it - Yeah - I used all wood for it instead of sandstone, since I don't have that much sand to make that much sandstone, and I may need it for some other things first. I might start changing out the wood for sandstone, or I may just leave it like this.
As far as animals spawning in this map under 1.51 - I'm running 1.51 and I've gotten plenty of animals spawning in - enough that I've had to cull them back to two each a number of times to try to spawn in mooshrooms, ocelots and wolves. Haven't tried spawning in the slimes yet, but that will be pretty soon

Its Wolfcraft, though at the time of posting this, it is not updated for 1.5.1, but I did make a version of it myself that works with 1.5.1, though I must say that the clock doesn't work, and all the new 1.5 stuff has the default textures, It is still my top of the line favorite Texture pack of all time!...but enough of that...here are some screenies of my progress so far...
Though i'm having trouble with my "village" as come night time, they all huddle against the wall (trying to reach the doors) and they'll glitch through the wall and end up down in my Iron Golem "processing plant" which is a tripwire hooked to a sticky piston that kills the golems by suffocation, then a water stream brings the drops to a hopper.

So, to continue our conversation about slimes, I'm not sure how to reconcile Melusane's success with a slime-spawning box on the swamp biome (from this post) with the new information we've received about mob spawning at the "world spawn" point. They don't seem to jive.

Ahh I see. I usually use the Soartex Fanver texture pack, but I do really like Wolfcraft. I also like your use of alternating wood types in your golem farm. For some time now I've been having more trouble with animals and villagers glitching out in general. I'm not sure when it started, if it was with 1.5 or before that, but at this point I can't even keep animals in a pen without half of them getting out. I just don't remember it being this bad before, but maybe I wasn't playing as many survival maps then, in which I often make use of very limited spaces to pen animals and farms. Anyway, the villager glitching is especially annoying in my opinion. That's why I'm starting to cage each one up the way MegaTrain does in his vid. The MC labor board or some Villager rights group is going to have me for lunch.
The world spawn point is stored in the level.dat file, and changing it changes both the default spawn point and the block protection area. Although I haven't examined the code to be sure, it's likely that the monster spawning algorithm uses this same, moveable spawn point, and not just one generated from the seed. So it is likely that the compass would point to it, single- or multi-player. Probably best if someone tests all this though.
I think the slime spawning thing in 4.0 is fixed! I'm going to test it and see if it works, and I'll edit the front page if so.

Sweet! My testing didn't show any spawns, but I didn't test for very long last night to be sure. Moving the world spawn sure allowed other mobs to spawn on the island (poor villagers took to the ocean to get away from zombies)

I have been building a MegaVillage on the server I play on, and everybody thinks it's awesome. I of course give credit to you when I show it off. When done, I'll post pics. I've got the droppers (much better than dispensers) working to drop items on the pressure plates and it's a great way to cull the herd. I've not yet built the rail line but I'm starting to think of not just doing the roses (which seems like it'd take FOREVER) but also a garbage disposal system where instead of throwing crap on a cactus or in lava, you toss it in a recycle bin which sends a cart off to the village to fill the hoppers and then dumps the rest in lava.
Have you started a thread specifically for the village? I think the non-OceanBlock community would benefit from seeing it!
Saw your revised instructions. I think (x=250, z=550) are good suggestions, close enough to the original island if you actually do spawn there, but far enough away from all potential slime chunks.

There are 3 potential reasons you're not getting animals:
Your spawning area is too small. Try making it 16x16. That's 4 times the area which gives them more room to spawn. It's all a random chance so increasing the area increases your odds.
Your spawning area is too close. If you spend a lot of time within 24 blocks of your spawning area, animals will not spawn in it! They will only spawn 24 blocks away from you or further (though they won't spawn if they're more than 128 blocks away so keep it close, just not too close)
You have a ton of chickens or another animal. There is a fairly strict cap on the number of animals you can have in an area and still spawn more. If you have successfully gotten chickens or sheep, kill all but 2 of them (so you can breed them up later). Once you have all 4 animal types, you can breed them as much as you want.
But, the 3rd reasons.. Is it possible that the huge number of squid in the water is the problem? Because, i I have no other animals on the map.
Luckily, Squids (and hostile mobs) don't count toward your animal count. there are 3 classes of animal: Peaceful, Hostile, and Ocean. Wolves (I think?) are the only one that can go between class, and they count for whatver class they're in at the time.
