I don't think anything in this mod is too OP. Once you have played Minecraft for a few weeks laying foundations and giant walls loose there luster. If you have mods in survival most of the detail and time is being spent with Micro Blocks or Small Blocks mods. This mod takes the tedious and mundane and gives it a turbo boost in the right direction.
It would be nice to have the ability to adjust or disable durability in the config. That's what we had to do with the carpenters hammer in the Carpenters Block mod.
The Morph brush is great just like it is. Loosing the blocks you morph is not a big deal when you have 10,000 of them already in inventory.
This is a great mid game mod that breathes new life into what can become a bit boring. A lot of unfinished detail on our server has been completed because this mod actually made it fun to do.
As for this dummy I can handle having to jump when standing on Layout blocks.

I wouldn't worry too much about the balancing I'm doing, I'm trying my hardest to make sure it will only really affect people that exploit the system to grief others (aka, "lol you're in 64x64x64 obsidian"). With any luck fair users won't even really notice the new stuff like durability use, or if they do it'll be low enough use that it's not really frustrating to deal with.
I'm glad you're getting some of your builds done! Ironically enough I'm really not much of a builder in Minecraft at all, I spend most of my time making cool gadgets and complex machines. I originally started making layout blocks to help me get around my redstone projects better and to help make large areas of stone for wiring less annoying to create. They've evolved a fair bit past that already and even I've started to get more into building now that I have those as a tool.
Also on an unrelated note, Charlotte's Utilities is now also a part of the Crackpack on the AT Launcher (the one that the folks on the Mindcrack server use). I'm super excited about how many people like my mod enough to include it in their packs! Thanks everyone for all the love <3

Edit: Just to settle some worries here are the current changes going into the next release. Nothing's been tested yet and there's still a bunch more for me to add so don't expect to see the version for a while, and definitely do not expect these changes to be final. I'm going to play with it on my private server as I'm tweaking everything to make sure it plays well:
- Paintbrush now costs more (gold ingot and two layout blocks -> diamond & two ender pearls)
- Morphbrush now costs more (diamond and two ender pearls -> ghast tear, two eyes of ender & two blaze rods)
- Coloured powder recipe redone (clay, sand and dye = 3 -> 2 redstone, 1 gunpowder, 2 dye = 8)
- New config option "peacefulModeRecipes" removes hostile mob drops from recipes - only enable if you must! May make mod unbalanced
- Morphbrush now costs a block of diamond, two blocks of gold, and two emeralds when peacefulModeRecipes is enabled
- Paintbrush now costs two emeralds instead of two ender pearls when peacefulModeRecipes is enabled
- Coloured powder now costs 1 clay instead of 1 gunpowder when peacefulModeRecipes is enabled
- Morphbrush no longer works on anything as hard as, or more hard than obsidian
- ~15% More particles on coloured powder lights when on "All" particles mode, they weren't quite visible enough before
- Paintbrush is now actually centered on your target block, instead of adjacent to it based on the side you targetted
- Paintbrush now has 1561 durability (diamond tool), tier 1 layout blocks don't damage it, future tier 2 layout blocks will
- Morphbrush now has 1561 durability (diamond tool), tier 1 layout blocks do 1 damage, future tier 2 layout blocks will do more
- Paintbrush now makes sounds on use
- Paintbrush now has a cooldown, I will keep watch on this as it's just to prevent exploits
- Prep work has been completed for the future adding of a tiered layout block system where higher tiers are more costly and can place more block types
- There is now a config option for the hard limit on the amount of blocks the paint brush can place in addition to the size restrictions.
- Fixed the green layout block texture
- "Area place" via sneak-placing a layout block is now a 5x5 instead of a 3x3 square
- Layout block "auto retract" via sneak-right-click with an empty hand now affects a 3x3 area as long as there are other adjacent layout blocks
- Placing layout blocks no longer causes the player to move slowly (it was being treated as blocking with a sword before)
- Layout block "auto extend" via right-click with an empty hand now affects a 3x3 area as long as there are other adjacent layout blocks
- Auto extending and retracting layout blocks now both play sound effects

0.5.1 has been released! There are a lot of changes that went into this version relating to balance and exploit prevention, a few new things have been added to the functionality of layout blocks as well! I highly recommend watching the update highlight I made on youtube about it for full coverage, or reading the full changelog on the OP. Here's a synopsis of some of the more noteworthy changes that users will find interesting, and of course the download is the same link as usual on the OP! Charlotte's Utilities is also available in the Yogscast Complete, Resonant Rise, and Crackpack mod packs on the AT Launcher
New coloured powder recipe (see the OP)The new recipe is a little bit more difficult, but nothing prohibitive. The main purpose for the change is to make layout blocks (when swapped with expensive blocks) and prospector markers cost a bit more without affecting normal use too much. Also the recipe just makes more sense for what the coloured powder can actually do
New paint brush recipe (see the OP)Since it doesn't take damage I figured making it a bit more expensive was warranted
New morph brush recipe (see the OP)It was just a touch too powerful for the cost, it should be more inline now while not being prohibitive
"Peaceful Mode Recipes" config file optionRemoves all hostile mob drops from recipes and replaces them with peaceful mode obtainable items
Paint brush now centered on your target instead of adjacent to itIt just feels more intuitive (to me at least, this is probably highly personal preference)

The Update is great. We very much appreciate the config options. Now the only thing I can think of we need is more shape options for the Paint brush. Maybe, sphere and cylinder, vertical and horizontal.

You can make a sphere with the ellipsoid option, just set the x, y, and z radii to all be equal. I called it an ellipsoid because a sphere is an ellipsoid - but an ellipsoid isn't always a sphere, so naming it a sphere would have just been inaccurate. The same for the cylinder, I called it a "pipe" because it doesn't have to be a circular tube, but you can make it a cylinder by rsetting the x and z radii equal to one another. In terms of a horizontal pipe/cylinder, that will be showing up for sure, along with other shapes like hexagons, triangles, etc.
I'm glad you like the update! I'm taking a few days break from development to actually get to play Minecraft some and I know there are one or two video spotlights by other people on their way, and I don't want to update while they're partway through making those. Heading back into development I have some pretty nifty ideas for things both related to layout blocks and some other completely new stuff.

I was kinda frightened seeing the gunpowder recipe checking in today for an update, but seeing that it's past recipe is still in did make me feel better about it. Also good to see that the changes are configurable and the option for an unbreakable paintbrush is now included. I was getting worried about how effective it would be early game. I added a left field recipe for enderpearls so folks could make the brush earlier as I know it's a bit hard pushing out a new base, so making an interesting one early on tends to be a bit better usually.
Gah I really wanna finish this pack so I can play with it in survival with friends.

In terms of how do I do it? I suck at building in Minecraft so I know exactly what I need to help me not suck! lol Also the massive amount of positive feedback and constructive criticism I've received since first posting this almost a month ago (it's been a month already... what? o.O) is both insanely helpful as well as highly motivating. I am aiming (however long it takes) to develop this to a point where someday, hopefully, it becomes a well-known, "must-have" mod (like Extra Utilities, Thermal Expansion, etc.)

I posted a thread on the ftb forums mod discussion awhile ago and some didn't get it, but allot did grasp the power of these blocks. I'll tell you the biggest killer in survival building is procrastination. But with this it's easy to get your structure out of your head, and then the brushes came out and all my dreams came true. I could build a quick and spectacular fort perfect for housing different facility's. I can build a tower in a snap in survival like I wanted. And spend that time I would have spent just laying foundation and shape sevral times over, and actually putting details into a build.
Creative is easy as it's instantly all you need in terms of building materials. Flight helps but in survival by the time you have the resources to build you may find yourself burnt out building contraptions long before building a structure to house them in. Building with dirt a layout was okay but equally as hard. Things like the building guide and wand helped, but they just didn't pack the pow that layout blocks have. I will still be using these, but on my carpenters tool belt, i'll probably have a block of each color adorned. =p
You've created tools I have been wishing for , for a loooooong time, and brought them out better than I certainly ever thought possible. To me this is certainly a staple. And I'm sure once others try this out, it'll be a staple aswell for them. Defintely planning on using a jabba dolly and diamond chest for carrying around heaps of these.
Also =o dat mouse pad! I miss my mousepad... It met it's demise last year. =<

I have been using the Layout blocks quite a bit and have another suggestion or two.
While using them as scaffolding it would be nice to not have the block your standing on break when mass breaking. Bad experiences while at great heights.
Also I have noticed that since chain breaking has been changed I end up with chunks of layout blocks that do not get broken so I have to go around breaking all the stragglers. Maybe if it were possible to break/place layout blocks from greater distances or if you can see it you can break it.
It seems that I am burning thru my Morph brushes pretty fast too. A config option to disable durability would be nice.

Yah I have a change already in the next version that does not "area" break or swap any layout blocks the player is standing on. In terms of breaking them though you can turn the area up in the config file atm, it's been a while since I added it but it's in the layout block section and called something like "areaBreakSize". That number has no upper limit and it represents how far away from your target the game searches for layout blocks to break, so "5" would be an 11x11x11 while "12" would be a 25x25x25. Hitting a good default value is difficult because some people want smaller area breaks so they don't accidentally ruin their builds, and others want super huge ones
In terms of the durability, yah I'll add a config option for it. Also in the future the morph brush will be enchantable with unbreaking and possibly fortune (25% chance to get the block you swapped back per fortune level). I don't want to use silk touch cause that's an on/off enchant so it would be too hard to balance.

Noteworthy changes and additions:

Marker Block addedThis one was a popular request that I somewhat went much farther with than what people were asking for. I'll post details below!
Marker Block Info:
Marker blocks are simply a block that you can place down to mark a location. The fancy thing about them is that you can see them through walls when they're active - and they can be set to private or public visibility. They also let you know if you're currently aligned to the block directly or aligned to one of the same planes the block resides in.

Crafting (4 glowstone dust, 4 iron ingots, and one Condensed Coloured Powder - any colour will work):
In-game use:
When you first place the marker block into the world this is what you'll see, just a basic wireframe block that does nothing special (notice that it literally just looks like a normal block):
Activating the block (via right-click) will turn tracking on, don't worry about revealing your secret hidden base's location, when first activated the marker block defaults to only be visible through blocks to yourself (notice that you can see the part of the block that should be hidden behind the corner of the fence):
The block tells you your distance in blocks (the sum of all 3 axes, not a diagonal line) as well as the borders changing colour to reflect your alignment with the marker block (note that it uses your feet coordinates as a reference, not your head):
Red (with lines going both directions to help those with colour blindness) means that you're completely non-aligned with the marker:
Blue (with vertical lines to help those with colour blindness) means that you're on one of the same planes (XZ, XY, YZ) as the marker block, but not directly aligned:
Green (with horizontal lines to help those with colour blindness) means that you're directly aligned with the marker block:
How-to-use:

Newly placed Marker Blocks default to off
Right-click a Marker Block to activate it. When first activated the block defaults to be visible only to yourself so no worries about revealing your location to others!
Continue to right-click to cycle through the 4 available modes: Off, Track Self (Hidden), Track Self (visible), Track All
Off means it's off and works like any normal vanilla block
Track Self (Hidden) means it's tracking you and only you can see it through blocks Other players will see the "off" texture only if they have direct line of sight to it
Track Self (Visible) means it's tracking you but other players will be able to see the block exactly as you're seeing it
Track All means it's tracking every player individually. Each player will see their own personal distance and alignment from the marker block
Useful info:
The block is identical to an Iron Block in every way in terms of hardness, blast resistance, and tools that can mine it
When operating in either "Track Self" mode only the player that set the block to that mode will be able to further change it. Any player can change it when it's set to "Off" or "Track All"
Having it set to a "Track Self" mode doesn't make the block unbreakable by others, and the block doesn't remember its previous setting when you replace it - be aware of this!
Spotlight time!
On top of the new release, an awesome youtuber (Vaygrim) has made a spotlight for Charlotte's Utilities (v0.5.0b). Check it out because he does a really good job at explaining how to use everything that existed in the mod in that version (which I believe is everything minus the new Marker Block, also some of the things he mentions - like recipes - were fixed or changed in 0.5.1)!
Edit: If I may add, the new marker block is stupidly useful when you're trying to build something underground and are having a tough time lining up your rooms and whatnot.

I have been trying out the new markers. All I have to say is WOW!
I can see it with in 64 blocks.
Getting within 32 blocks reveals even more info. Using color for alignment is incredibly helpful.

Honestly I find the new blocks a little creepy lol (I noticed that I found them like "stalker blocks" after I added them xD), but yah they're super useful.

My iron prospector just keeps spamming "blah, blah power for blah varieties" when I try to use it. Its brand new and I have it only set on 1x1 and density. I have tried all modes with same results...Am I doing something wrong ???

The texture pack is my own, It's a 128x. Here is some of it, smudge-texture-pack . Most of the mod textures are done as I see them in game, lol. Yes use what ever you can. Thanks

I'm not sure, are you able to make a video or something about it? I haven't had any problems minus the occasional hiccup where it says the required power twice (that happens once every like... 50+ uses for me and always because of a lag spike causing the server and client to desync briefly). I'll definitely look into it some more but I haven't been able to reproduce it on my end yet.
Edit: for the record I've tested it in both SSP and SMP (with a remote host)

Nothing's been tested yet and there's still a bunch more for me to add so don't expect to see the version for a while, and definitely do not expect these changes to be final. I'm going to play with it on my private server as I'm tweaking everything to make sure it plays well:
- Paintbrush now costs more (gold ingot and two layout blocks -> diamond & two ender pearls)
- Morphbrush now costs more (diamond and two ender pearls -> ghast tear, two eyes of ender & two blaze rods)
- Coloured powder recipe redone (clay, sand and dye = 3 -> 2 redstone, 1 gunpowder, 2 dye = 8)
- New config option "peacefulModeRecipes" removes hostile mob drops from recipes - only enable if you must! May make mod unbalanced
- Morphbrush now costs a block of diamond, two blocks of gold, and two emeralds when peacefulModeRecipes is enabled
- Paintbrush now costs two emeralds instead of two ender pearls when peacefulModeRecipes is enabled
- Coloured powder now costs 1 clay instead of 1 gunpowder when peacefulModeRecipes is enabled
- Morphbrush no longer works on anything as hard as, or more hard than obsidian
- ~15% More particles on coloured powder lights when on "All" particles mode, they weren't quite visible enough before
- Paintbrush is now actually centered on your target block, instead of adjacent to it based on the side you targetted
- Paintbrush now has 1561 durability (diamond tool), tier 1 layout blocks don't damage it, future tier 2 layout blocks will
- Morphbrush now has 1561 durability (diamond tool), tier 1 layout blocks do 1 damage, future tier 2 layout blocks will do more
- Paintbrush now makes sounds on use
- Paintbrush now has a cooldown, I will keep watch on this as it's just to prevent exploits
- Prep work has been completed for the future adding of a tiered layout block system where higher tiers are more costly and can place more block types
- There is now a config option for the hard limit on the amount of blocks the paint brush can place in addition to the size restrictions.
- Fixed the green layout block texture
- "Area place" via sneak-placing a layout block is now a 5x5 instead of a 3x3 square
- Layout block "auto retract" via sneak-right-click with an empty hand now affects a 3x3 area as long as there are other adjacent layout blocks
- Placing layout blocks no longer causes the player to move slowly (it was being treated as blocking with a sword before)
- Layout block "auto extend" via right-click with an empty hand now affects a 3x3 area as long as there are other adjacent layout blocks
- Auto extending and retracting layout blocks now both play sound effects

I'm glad you like the update! I'm taking a few days break from development to actually get to play Minecraft some and I know there are one or two video spotlights by other people on their way, and I don't want to update while they're partway through making those. Gah I really wanna finish this pack so I can play with it in survival with friends.
You missed one thing.
Config for Cooldowns.
Technically it's not the same recipe as before (before was clay, sand, dye - now with peaceful recipes on it's 2 redstone, 2 dye, and 1 clay... but you do get 8 instead of 3 so I guess it's about the same cost in the end really). I definitely feel like I'm getting a lot closer to where the prices actually feel right and work well now, hopefully at this point it'll just be small number tweaks (like 6 powder instead of 8, etc.) instead of completely revamping recipes.
You have some time at this point to finish up whatever pack you're working on, I'm taking a couple more days break from working on the mod (I just wanted to take a step back to get a broader feel for it, you can kinda lose yourself in code at times) and then I have 2-3 other really large features to add. After those are in I'm gonna be spending time polishing up for a 1.0 release (although I feel like I get more exposure on the WIP forums since the 1.0+ forums move so insanely fast).
In terms of how do I do it? I suck at building in Minecraft so I know exactly what I need to help me not suck! lol Also the massive amount of positive feedback and constructive criticism I've received since first posting this almost a month ago (it's been a month already... what? o.O) is both insanely helpful as well as highly motivating. I am aiming (however long it takes) to develop this to a point where someday, hopefully, it becomes a well-known, "must-have" mod (like Extra Utilities, Thermal Expansion, etc.)
Indeed I did, I'll add that in next release (probably just a number you can set 0+ as a multiple of the current system).

I will definitely say it's a must have mod for me. And I don't think it's so much of where it is, so much as what it does. I posted a thread on the ftb forums mod discussion awhile ago and some didn't get it, but allot did grasp the power of these blocks. I'll tell you the biggest killer in survival building is procrastination. But with this it's easy to get your structure out of your head, and then the brushes came out and all my dreams came true. I could build a quick and spectacular fort perfect for housing different facility's. I can build a tower in a snap in survival like I wanted. And spend that time I would have spent just laying foundation and shape sevral times over, and actually putting details into a build.
Creative is easy as it's instantly all you need in terms of building materials. Flight helps but in survival by the time you have the resources to build you may find yourself burnt out building contraptions long before building a structure to house them in. Building with dirt a layout was okay but equally as hard. Things like the building guide and wand helped, but they just didn't pack the pow that layout blocks have. I will still be using these, but on my carpenters tool belt, i'll probably have a block of each color adorned. =p
You've created tools I have been wishing for , for a loooooong time, and brought them out better than I certainly ever thought possible. To me this is certainly a staple. And I'm sure once others try this out, it'll be a staple aswell for them. Defintely planning on using a jabba dolly and diamond chest for carrying around heaps of these.
Also =o dat mouse pad! I miss my mousepad... It met it's demise last year. =<

While using them as scaffolding it would be nice to not have the block your standing on break when mass breaking. Bad experiences while at great heights.
Also I have noticed that since chain breaking has been changed I end up with chunks of layout blocks that do not get broken so I have to go around breaking all the stragglers. Maybe if it were possible to break/place layout blocks from greater distances or if you can see it you can break it.
It seems that I am burning thru my Morph brushes pretty fast too. A config option to disable durability would be nice.

Yah I have a change already in the next version that does not "area" break or swap any layout blocks the player is standing on. In terms of breaking them though you can turn the area up in the config file atm, it's been a while since I added it but it's in the layout block section and called something like "areaBreakSize". That number has no upper limit and it represents how far away from your target the game searches for layout blocks to break, so "5" would be an 11x11x11 while "12" would be a 25x25x25. Hitting a good default value is difficult because some people want smaller area breaks so they don't accidentally ruin their builds, and others want super huge ones
In terms of the durability, yah I'll add a config option for it. Also in the future the morph brush will be enchantable with unbreaking and possibly fortune (25% chance to get the block you swapped back per fortune level). I don't want to use silk touch cause that's an on/off enchant so it would be too hard to balance.

Marker Block Info:
Marker blocks are simply a block that you can place down to mark a location. The fancy thing about them is that you can see them through walls when they're active - and they can be set to private or public visibility. They also let you know if you're currently aligned to the block directly or aligned to one of the same planes the block resides in.

Activating the block (via right-click) will turn tracking on, don't worry about revealing your secret hidden base's location, when first activated the marker block defaults to only be visible through blocks to yourself (notice that you can see the part of the block that should be hidden behind the corner of the fence):
The block tells you your distance in blocks (the sum of all 3 axes, not a diagonal line) as well as the borders changing colour to reflect your alignment with the marker block (note that it uses your feet coordinates as a reference, not your head):
Red (with lines going both directions to help those with colour blindness) means that you're completely non-aligned with the marker:
Blue (with vertical lines to help those with colour blindness) means that you're on one of the same planes (XZ, XY, YZ) as the marker block, but not directly aligned:
Green (with horizontal lines to help those with colour blindness) means that you're directly aligned with the marker block:

On top of the new release, an awesome youtuber (Vaygrim) has made a spotlight for Charlotte's Utilities (v0.5.0b). Check it out because he does a really good job at explaining how to use everything that existed in the mod in that version (which I believe is everything minus the new Marker Block, also some of the things he mentions - like recipes - were fixed or changed in 0.5.1)!
Edit: If I may add, the new marker block is stupidly useful when you're trying to build something underground and are having a tough time lining up your rooms and whatnot.

I can see it with in 64 blocks.
Getting within 32 blocks reveals even more info. Using color for alignment is incredibly helpful.

Thanks for the config options. The big difference between good mods and Great mods is awesome configs.
Honestly I find the new blocks a little creepy lol (I noticed that I found them like "stalker blocks" after I added them xD), but yah they're super useful.
Two quick questions: one, which texture pack is that? Two, do you mind if I use your screenshots in the OP? They're a lot better than the ones I took for demonstrating the alignment colours, also I think it's just nifty to show off other people apart from myself using the mod.
