This is a program that I am in development of, an installer that links to any hosting page to install a mod to the users computer. This way, anyone can make a modpack without infringing the rights of the modder, or the EULA.
Not to mention that you won't need permission, as long as you give credit, that is.
Plans:
I plan to program the installer in such a way that It displays what it is downloading, and from where. (So no one thinks they are installing a virus.
I plan to have the Url's and the names of the pack and or other customizations, to be read from a txt file. (So no one needs to learn java or other language.)
I also plan to get some modders in on the program (Let them know what is happening and see what they think.)
When will it be finished?
It won't take long after I start working on it, First I want some feedback.
One of the things that's been terribly frustrating with some launchers/installers (such as the Magic Launcher) is that I can't point it to any folder that doesn't contain a certain folder name such as .minecraft, so my first suggestion would be to make it so that the user can define where they want the pack to be downloaded to and run from.
My second suggestions is to make it so that the download link requires an Author Name, a Description, a Mod Name, and a Link to the Forum in order to function. Yes, some people will just add things like ";lksjdfh" but honestly I wouldn't mind taking the extra five seconds during setup to write those out, this enforces giving credit yet only needs to be done once and only by the "pack" distributor.
If i understand, it would bypass adf.ly links to the download source.
So, basically ATLauncher but denying mod developers the pittance they make from their mods to try cover the costs involved in it? (for their build server, website hosting.etc.)?

I don't really want to get caught in the whole money debate so I will opt out of that.Will this be a a launcher or just an installer? Anyway something I would like to see is the possibility to skin it, but it should not be a high priority feature

Might I suggest using Curse Forge (I hope I have the right name there) links? As I understand it for every x number of downloads a donation is made to the mod owner (if this isn't true someone really needs to inform me), it seems that this would not only be easier for all involved but possibly better as with this launcher each person that even loads the pack to test it will actually download from the link counting towards the total download number which should greatly increase the ease of access to the mods in question and the number of downloads would increase as well.

This is not the thread for this debate, I'm already frustrated enough that i'm no longer following the actual thread, there are other options for obtaining revenue from mods, and I've a suggestion/request to make that I think most will find not only to be acceptable but also a good idea.
Mikeemoo, you made an item for Open Blocks called the "Donation Station" how hard would it be to compile just that item into a standalone mod that could be attached to the launcher (i.e. if you want to use the launcher you have to install the "Donation Station Mod" in your pack as well), and if possible would it be possible to set it up so that it reads some sort of "tag" on installed mods so that all mods can be made compatible with it (should the mod author choose to so tag their mod so that it can take advantage of the item).
We could then request (I do mean request, as in they can say no, though it would be boorish and rude to do so, but by no means required) that the Donation Station have a corner in the spawn of Server Worlds so that everyone has easy and immediate access to it from the moment they join a server. This would make it easy for people to find out what mod their favorite items come from and give them a direct link to the forums/donation page of any given mod should they choose to take the time to look it up.
Please keep in mind that my entire concern is Ease of Use, I want Little Sally Biggens the six year old down the street to be able to hook up to and play with a Modpack with as little fuss as possible, yet still be able to enjoy some of the better mods out there which are adverse to allowing mod packs redistribute their mod.
