Sopwith's NoSnow Mod For Minecraft 1.12.2 2,700 Downloads and counting...
Introduction
This mod was created for everyone who thinks the snow in Minecraft is just ridiculous. Tired of your hot, dry deserts bordering a frigid wasteland? Sick of seeing lush jungles abruptly turn to winter wonderlands? Me too. I got so sick of them, I started looking for mods to get rid of snow. I found none. So after about a year of simply not playing Minecraft, I gave up on waiting, and I made a mod that keeps your biomes free from snow and ice.
How it works
The mod changes the properties of the snowy biomes in Minecraft, raising their ambient temperatures and essentially warming them up so that snow and ice cannot form at all. It then switches off the biomes' toggles for snowfall - because having snowfall without any snow is just lame. The result is biomes that have no snow, no ice, and when it rains, it pours - no snowflakes, no snow build-up. Note 1: The mod may not remove the snow that appears at the top of tall mountains, nor does it remove the "Spikes" feature that rarely occurs in Ice Plains -- that's beyond my coding abilities. Note 2: The mod will not remove snow or ice that currently exist on the map (besides those mentioned in Note 1 above), to my knowledge. It simply will not allow any more to generate. However, in most cases snow and ice will slowly melt with this mod active.

Note: Forge is required. Public link (built with Minecraft version 1.12.2, should work with 1.12+): goo.gl/23Ftpy
To use this mod, you must have the latest version of Minecraft Forge installed (version 14.23.1.2589 was used to make and test the mod - you can get it here {this is Forge's AdF.ly link}: http://adfoc.us/serve/?id=27122866370339).
1. Download the Forge .jar file (link just above)
2. Run the .jar, install the Client.
3. Run the launcher using the "Forge" profile from the drop-down list. Play Minecraft.
4. Once it loads, quit Minecraft.
5. Place the mod .jar/.zip file in the "mods" folder in your main /.minecraft folder (in /appdata)
6. Play and enjoy freedom from snow. Note: the mod will not remove snow or ice that currently exist on the map, to my knowledge: it simply will not allow any more to generate.However, in most cases snow and ice will slowly melt with this mod active.
If you have any problems or need more help installing Forge, Google it, I'm not going to help you.
If this mod is incompatible with any other mods that you use, I'm sorry to hear that. But as I don't have any real skill in mod development, don't expect me to help you fix this. I simply posted this mod here as a public service because I hate snow. (Unless the map is an AllSnow map, in which case, that's kinda cool.)
Server
1. Download and install Forge (server) into where you want your server to be.
2. Launch the "Forge Universal" .jar that it downloads once, to initialize folders. Then quit.
3. Place this mod .jar/.zip into the "/mods" folder in the server's root directory.
4. Play and enjoy freedom from the snow.

Lovely. I personally dislike snow in the game, and definitely wouldn't mind disabling it sometime. It's particularly because of what's stated in your opening paragraph. The random/unfitting surrounding biomes usually. Also, I almost always spawn in either snowy biomes or jungles, so this would be helpful for me. Good to see it's base clean too! Good job!

I like snow in minecraft, it's just that I find myself lagging too much in snowy biomes. My only problem with the mods I've seen is that they don't simply remove the snow (cover), the stuff on the ground, as the ice doesn't make me lag and I want to see it spawn naturally.

But snow can be really good I mean snow blocks for building and now that you can place snow layers and the ice can be used for really fast transportation and also transporting items with water flow ice under still snow can get annoying sometimes good mod.

As to your question, yes and no... Mostly yes...
As mentioned in the NoSnow mod description, the mod stops snow from forming in the main vanilla biomes featured in 1.6.4. To my knowledge, existing snow will remain completely intact on already generated land. New generated land will never contain snow, and snowy biomes will rain instead of snow; though snow will remain on the ground, and may very slowly melt. The AllSnow mod will make it so that whenever there is precipitation (rain), it is now snow, everywhere. Newly generated land will also be completely covered in snow and ice. It will indeed function as a "winter on" button, but it will only become winter-like as snow falls and ice forms gradually, over time.
I haven't really tried switching them out with any regularity. As far as I know, using the mods will not permanently change the actual biomes themselves, only change temperatures of all biomes as long as the mods are in use. So, if I spawned in a desert normally, there would be no snow. If I activated the AllSnow mod, when it "rained" it would snow, everywhere, and it would slowly cover the landscape. Newly generated land would be fully covered. If later on you wanted to revert the biomes to their previous state, there would be no way to get rid of the snow already on the ground (other than editing the landscape with a tool, like MCEdit). Deactivating the AllSnow mod would simply revert biomes to their normal precipitation rules. Activating the NoSnow biome would simply make snowy biomes not have snow precipitation. The snow on the ground would stay (though I think again, it would very slowly melt away), ice would slowly melt. It would be a very, very long time before biomes would start to look normal. I haven't looked into adjusting snow melt times. Maybe I should with a future iteration of this mod...

Owch: I installed this mod and I generated a new world, but it didnt work.
Off the top of my head, I would wonder if any of the following are the case:
- You may be using a different (newer) version of Forge or Minecraft that the mod doesn't work with. Notice the very old version it was made with in the description. I'm not sure I'll be able to update the mod until MCP is updated as well - so like, 10 years from now.
- The mod may be conflicting or being overridden by other mods you have installed, if any.
- You may not have installed it correctly.
- Jesus may not love you.
In this order:
Im using 9.11.1.965 Forge for 1.6.4
I dont think any of the mods I have are conflicting with it since I had it installed and it didnt even show in the Mod list
I dropped it into the /mods folder like I always do
Sometime in the next while I'll try updating the mod for 1.7.4, and also look into this issue - maybe I could make an adjustment to ensure it works with that version. I'll keep ya posted.
