So I am not alone. Right now he does not use the Forge Biome Dictionary, So in order to make the mobs appear on BOP you have to use something like Forge_MobSpawnControlsv1.6.2.0.zip and create entries for each of the BOP biomes to try and match his spawning.
I might try and make a config file for Biomes O Plenty & Mob Spawn Controls today. It will be a lot of work, there are so many biomes.
(Please reconsider support for Forge Biome Dictionary).

I use NEI with this mod for obvious reasons (to get recipes), but it just doesn't feel part of the game. It would be cool if you could craft a sort of recipe book (book in the middle, 4 diamonds on the top, left, right, and bottom of the book, and iron blocks on all 4 corners. You could then search for an item in this book and it will give you the recipe for it AND information about the item (like how to get it, which mob drops it if it can't be crafted). As NEI can not give info on whether a item is a mob drop and it can also not give a small paragraph about the item this book would be a handy tool.
It would also be great, and probably less work, to add a mists of riov NEI plugin instead of a book. Please consider my suggestion, as understanding what items do as well as getting recipes for items which are made in other ways than through a crafting table is a vital part of the gameplay when using a mod that adds so many things to the game.
Hey! Fantastic mod. A few questions though. I got into the blind oasis (creepy ass world you have there) and was pleasantly surprised by those black monsters with white eyes. What are those called?
Anyway I wanted to mine some blindonite, so I thought drinking a potion of invisibility would allow me to mine in peace without getting raped in the dark. To no avail, the black creatures didn't react to it, as they came just as fast to attack me. I had all my armor off, so the potion should have been working at its best. Is this a bug or is this the way the black monsters behave (being immune to invisibility potions)?

Nice Mod! I like how you changed the Plains Biome around to have giant Mushrooms! I hope there will be more Mobs and Bosses added... maybe some Generated Structures In the Dimensions! Diamonds to you!

However it again said ID conflicts, it appears that even though I change the ID in the ids.config in BOP when I launch the game it re-writes the 161 to 168 under the IDs I changed, see below.

The reason they have to be below 255 is because of biome blocks. Like the grass blocks the mod adds. If the biome blocks are not below 255 Minecraft will not recognize it as a biome block and well, stuff goes south.
So erm... I've got a nice hefty list of mods for my pack right now including Galaxy Warfare by you so erm.. Can I put this in the pack?

I am aware of the problem. You'll have to deal with it until Aug 6th or so. I fixed it, it's just that ModJam is coming up Aug 2 to Aug 5.

EDIT 2: It's not actually because of my gamma, it was something to do with one of my other mods or something...,

Some of us don't like all the features, or we might wanna sometimes to disables some ores or biomes from generating any more, etc.
If I add more options to disable certain ores from spawning..... it makes the mod non-playable....... *facepalm*
