Well, the GUI is already a great size, so I'd say something like adding a third row of slots is right out. I like the way it looks now, and that'd be too big a change for an issue at this level. You could give the existing code a special case, to force it to accept (3)->1, (6)->2, (8)->3, but there's an exploit on that end, then. I suppose you could also recreate an entirely separate block as an "enchanting storage bookshelf" and give it three or six slots.
Ultimately, maybe it's not an issue? Maybe one filled storage bookshelf should grant the same enchant boost as one "filled" vanilla bookshelf. I mean, if you want raw enchanting power, the bookcase that the game ships with already provides that; what I use the storage bookshelf for is as a cool place to keep my own stuff, not as a booster power source. No need to reinvent the wheel.
On the other hand, if you would like your cool non-wheel to ALSO FUNCTION as a wheel (you have put a lot of effort into this, after all), consider basing the returned power on something other than filled slots. As annoyingly granular as it would be on your end, it would create a really cool result if only things that logically SHOULD add "knowledge" to enchanting provided power. If I've got six blank books, I don't see that I should get back 2 power for that (come to think of it, that applies to vanilla bookshelves, too). Maybe written books, signed books, maps, etc. should provide total/3 power, and things like blank books, ships in a bottle, etc., should count as "filler". XP books could be valued based on the levels stored, i.e. (total levels across the shelf)/20.

15 bookshelves for max-level enchanting is annoying. You can't stack them and have it look nice.
Also, notably, 95% of all vanilla enchantments are worthless or near-worthless. Fire/etc. proof means the armor loses durability FASTER than without, all so you can save a heart here and there--protip: hearts regenerate armor doesn't.
Fortune, Silk Touch, Respiration, and Unbreaking (on a diamond pickaxe only*) are pretty much the only ones worth having.
Oh, and the anvil is 99.9% worthless. 1 diamond to repair 25% of a diamond pick? Screw that, I'll spend 3 (75%) to make a new one.
(And that's at the most optimum: who would spend 1 diamond to repair 25% of a diamond shovel? Huh?)
*No other tool is worth making in diamond, as diamonds are too costly, and the speed increase on "digging anything softer than rock" is meaningless. Iron is abundant enough that it can be "wasted" on things like shovels (hoes there's no use in ever making anything but a wood one! One simply doesn't use it often enough to matter!)

I like it. Would only work properly with even numbers of items, though, right, due to truncation? Two bookshelves with 5 "knowledge items" each would produce 2*((5 items)/2) -> 2*(2.5) -> 2*(2) -> 4 power?

Off the top of my head, my criteria would be that it ought to contribute either information or mystical power. Anything called "empty", "blank", or "new" would be an easy elimination. I'm not familiar with many mods, but looking at the config file I see...

I've noticed there's an issue with books loading visually in bookcases when connecting to a server. Bookcases always show up empty until you look at them, or spend a long period of time in the area.

Try to make upgrade version of the book ( level 2,level 3 ).The first level is the normal xp book.The second level make the book make the book have 1 special unique ( my suggestion is to make the book enchange xp to item)(do not follow my suggestion if it to overpower for you ).and the third level have 2 special unique ( the second level book unique + your suggestion)(my suggetion on this level is when you die the xp or level will be in your inventory ( but the book will.....END....oh if you do my suggestion on this level please make the die animation for the book like burn slowly or anything else ).
