It doesn't say it is for 1.6.2. It says the next versions is for 1.6.2. Read it over again.
Is the 1.6.2 update going to 'rebalance' the mobs ... make it easier in some places ... harder where it should be hard?

This is why the users should never ask about balance... An infinite weapon that deals a ton of damage early on... Well of course we should do that... That way it makes all the other stuff in the future absolutely useless! Great choice!

It shouldn't be infinite, because it is so easy to obtain. I suggest making a sword from it that does around 9 damage and has 1000 durability, which would make it balanced with all the other swords in tier 1. Also, maybe this could be crafted into an armor which gives the player more max health. I mentioned this before but i couldn't think of a good way of implementing it. Each piece of armor could add 4 health (2 hearts) onto your maximum health. I wouldn't make the armor crafted just from Cyclops eyes, because of being able to get it so early. Add it with some Bloodgem or something... I don't know.
And, (this is a serius idea for after 1.6.2), a few enchantments? Mabye one like smite on twilight mobs? Adds 2-3 hearts per lv, since the high health of mobs.

You'd be surprised. People are more likely to use an infinite weapon than a non infinite one in most cases.Also there are so many damn infinite weapons in DRPG and I believe most of the low-tier infinite weapons should be removed.
My real question was is the texture updates already implemented? I go all over the place for military reasons and cant always keep track of which version added what. I understand this will be an update compatibility and that is it but is the texture update in 1.4.7? Sorry if i miss something stated before but I react to the first thing to mind, reason why I'm still alive today. Thank you

It must be weak since it's like a teir 1 item, cyclops is one of the first mobs the player encounters....
Also best balance case I think is around 12-15 damage 15-21 arcana cost and 50ish uses.

From your question I understand there's something about texture updates but, uhm I'm not quite understanding the question?
Because it has infinite durability.
