It seems that the vanilla creepers that were already spawned in the game before you added the mod haven't been changed. It is only affecting all the newly spawned ones. Try walking 30 or 40 blocks in one direction away from where you are (or farther) then walking back and the mobs in your current chunk should despawn and all new spawns should be working correctly.
I started a new world as a test, moved away from spawn, made a small dirt tower in a plain so I could look around and it appears that occasionally normal creepers will still spawn.
It's something like 9:1 in favour of your two-legged zombie/creepers.
Hmm. Well I didn't expect it to be perfect, but that is a let down. Thanks for trying it out for me. The other one that you inject into the minecraft.jar works like a charm though so you can revert to that one if you wish.
EDIT: Sorry I read it wrong. I know it can be used on a vanilla server, never tried on a Forge server.
I installed it and server didn't crash. so I'll test it soon and let you know.
EDIT: Just found a problem, double folders, so I'll test some more.
EDIT: OK, ran with Forge (not Server, just Client) and both don't work as Bats Drop Leather isn't for Forge yet and I got the following crash with the Forge version of Creepers No Creeping:

Mojang said all 1.4.6 mods should be compatible with 1.4.7. I haven't actually updated yet to try it, but I'll take their word for it for now and assume it works until I actually test it.
Just a little heads up your mod is completely useless it was a good idea but since 1.3.2 you could just type in
/gamerule mobGriefing false
In no way, shape, or form does my mod even remotely keep mobs from griefing. So I don't know what you think you are saying. I was unaware there was a minimum "lines of code" needed for something to be considered "modified"? If you you believe that, then go write the "two" lines yourself. And have fun reobfuscating with Jebs code after 1.3.2 because "2" lines won't cut it. Im tired of all these noobs reading that the creepers burn in sunlight and that's it. Do a little research. Sure this is by no means a complex mod, but if its so easy then go spend the time and do yourself, meanwhile I have over 8000 downloads.
No I'm sorry. To be honest, I haven't done much gaming over the holidays. And when I say holidays, what I mean is I am a college student and I don't go back to classes for another two weeks so I've been doing a lot of stuff. I know most people would be like gaming MORE when they're out of school. But I go out and do stuff when I'm out of school, and when I have school I stay home and game in my free time. I am working the next couple of days and hope to get back started on it hopefully next week. I know it gets frustrating to drag the classes into the .jar but I'm still new to the Forge API and I want to make sure I do it right before I release it officially.
I have a suggestion to make Bats Drop Leather compatible with MagicLauncher (and perhaps any other launchers which patch minecraft.jar automatically). Instead of putting the modified class files inside a directory inside the zip, they need to be in the root of the zip. If placed in that manner, the auto patching launchers will put them in the jar correctly. The same principle might be needed for Creepers No Creeping, haven't tried to use it with MagicLauncher yet.
If this change is made, the MagicLauncher instructions to use the resulting zip is to put the zip in the "internal mods" section within the launcher.
