Hmm... There seems to be a problem with using penguin spawn eggs on a server.
If you're having trouble finding penguins, though, try these seeds (in Minecraft 1.2.3)
Elbonia -- You spawn in a snowy area facing a small hill with Emperor Penguins on it.
Pointy -- You spawn on a shore at the edge of a jungle, with Little Blue Penguins around you.
We'll consider adding these. For realism, though, the Yellow-eyed Penguin will have to share a biome with Little Blues, since all penguins are tied to coastal areas.
Except for this extremely rare variety.

maybe have them slide on their bellies and make the Emperor penguins eyes better. also maybe add real fish to the game and make the pengs dive under and eat them! thanks, ad I hope you add those ideas!

Okay that seed did work. Thanks! One more question, how do I craft the armor with the emperor skin? Because I did it how I would for any other armor piece with like diamond and it didn't work.

The RanCraft Penguins wiki here has the crafting recipes for both sets of armor and the two penguin bows. It also tells you how to shear Flame Penguins for their scales without getting killed.
What is the entity ID for the flame penguins? (So I can spawn them with single player commands)
Flame Penguins are 17, but the spawn eggs you get using the server command aren't working for some reason. Let me know if it works for single player commands.
We thought about making the penguin bow and repeater enchantable, but they're both already enhanced (faster-drawback/rapid-fire, increased velocity, and increased durability). We might change our minds by the next update, though.

Curse PremiumI changed that because Little Blue Penguins lean forward when they're standing or walking IRL. You can see some good photos of them here.
