I discovered through some more trial and error that every time I use the 1.7.2 preview it corrupts/delete the mcpack.meta file and I have to delete my 1.7.2 jar folder and redownload it through the default launcher or I get the missing sounds error.
So how would you install without forge? Copy the files into the JSON file?

You would need to go to your .minecraft/versions folder and copy the folder called 1.7.2, rename the copy 1.7.2.Optifine, go into folder, rename the .jar to 1.7.2.Optifine, rename the .JSON file to 1.7.2.Optifine, then open the .JSON file (using a program like Notepad++) and change the 1.7.2 to 1.7.2.Optifine, then open the 1.7.2.Optifine .jar file and delete the META INF folder, then copy the contents of Optifine into the .jar
Kinda time consuming, but that's how its done manually

Here's a thought: everyone complaining about how Optifine or any other mod/plugin/whatever for 1.7.2 is "taking too long", and/or how 1.7.4 is out and snapshots for 1.8 are starting to come out and stuff for 1.7.2 still isn't done.....how about you dial back on harrassing the mod coders and point a finger or two at Mojang? You know, for ignoring the fact that adjusting mods for a significant update such as 1.7 was going to take a good long while, and just breezing on ahead with releasing further updates while people who use mods are still waiting for 1.7.2 versions? The Mojang folks know as well as anyone that mod and plugin use (especially for multiplayer, which is inarguably a solid backbone of current Minecraft play) is widespread among players, but they couldn't just, say, release a patch for any significant bugs in 1.7.2 that cropped up and then held back on releasing (not working on, mind you, but releasing) updates until the mod-coding community managed to get at least a bit caught up, could they?
In the end, we all just need to be frickin' patient, OK? I hate fog with a passion, but I can man up and deal with waiting for a solid 1.7.2 build for Optifine so I can banish that crap from my sight. Deal with it, folks.
To get a real fully working update, it would be necessary to have a really working MCP, the actual one is beta and really bugged.
It's a miracle that Optifine has also a beta working for 1.7.2
And i don't even talk about Forge, i just spent about 20 houres trying to update my mod with Forge for 1.7.2 and it's a real pain in the ass!
Many things are still not implemented, large parts of the forge code has also been changed to add to the Minecraft changes.
So i don't think that Forge mods for 1.7.2 will be updated soon. Some parts can be, but when you ask the Forge Team about specific questions, they don't always know the answer, so if things are not clear as pure water for them, i let you guess what it is for us puny humans!

Anyway, Newbies on the forums, mods, or MC in general should wisen up a little on the subject of updating mods and how the hell on earth they work before posting a complaint about it not being updated. They should also read the rules, are such posts are considered spam and you could be reported (i think) for posting something of the sort
When it says integrated server optimization, does that help boost fps while in servers, smooth out framerate to reduce jumpiness, or something else entirely?

minecraft has already fixed this bug and optifine will be updated to 1.7.4 relatively soon after so i dont understand why your complaining.
