Its very easy. You can do it a couple of ways too.
First, if all you're running is optifine, just use its installer. Download the appropriate version, and right click, open with Java. The installer will run automatically.(Make sure you have a clean 1.6.4 jar) It will then generate an Optifine profile in the launcher.
Second, you can use it with forge. Download the appropriate forge version that matches the optifine version you want to use. Then run the forge installer, and right click, open with Java. Once that is done, run the game(It will generate a Forge profile in the launcher) to generate a mods folder in .minecraft. Then you just drag optifine into the mods folder.
Did that help? Any questions?
Edit: Btw this is for A Pc with Windows7
Alright I got all this stuff already I just didn't know how to do it.... But I got the forge and OptiFine but when I put the optifine .jar in the mods folder it didn't show up on the mods iingame. I had 11 mods loaded before putting OptiFine in the mods folder and load up, 11 mods.... Help please. And yes I am running Windows. Mac sucks.
Apologies if this is a known issue and I didn't see the relevant post (a quick search didn't find anything), but preview A6 and A7 don't show the block-breaking (cracking) overlay animation for me. Can anyone else confirm this? Have I done a silly thing with a setting somewhere?
This may be self explanatory, but what dose the Fast Math and Fast Render options do?
I don't know the details of how Fast Render works (aside from doing what it says) but I believe the Fast Math does things like shrinking down the lookup tables for various math functions (trigonometric functions in particular). The default implementations have much more precision than necessary for Minecraft, and it eats up a fair bit of performance. There are/were several stand-alone mods that do this, and they make a difference on lower-end machines.
*facepalm*
So the installer is looking for 1.7.2, when I have 1.7.4. It refuses to install because I don't have 1.7.2. How am I going to make this work? MagicLauncher?
And running it through MagicLauncher gives me this;

Also, it's saying "Not Compatible" in red letters. Seriously? I was told 1.7.2 mods would work in 1.7.4.
Alright I got all this stuff already I just didn't know how to do it.... But I got the forge and OptiFine but when I put the optifine .jar in the mods folder it didn't show up on the mods iingame. Well, optifine for 1.6.4 is compatible with forge build #953 so Im not sure whats wrong. What version of optifine are you using. I only use the HD Ultra versions and had no issues. The lower versions(the light version) is not however. The Op is very clear on what version of forge to use with each particular version of optifine so double check that you are using the right versions of everything.
*facepalm*
So the installer is looking for 1.7.2, when I have 1.7.4. It refuses to install because I don't have 1.7.2. How am I going to make this work? MagicLauncher?
*facepalm* If you really read thread then you must know that current optifine beta version work only with 1.7.2.

Lol, facepalm is right bud. You need to run 1.7.2 in the vanilla launcher before you will have a 1.7.2 jar to modify
1:run 1.7.2 in vanilla
2:use optifine installer for 1.7.2
3:select optifine jar in magic launcher
4:Profit!
Edit: I would like to add that you can play on 1.7.4 servers and maps with 1.7.2 with no problems, so you shouldn't have any problems downgrading.

Very odd, I'm not getting much of an FPS increase even with the best settings on optifine for 1.7.2.
I normally got around 20-30 but I now get around 22-30 which isn't all too great. I'm going to wait for it to be completed before I give my final judgement, I'll also try it on my Windows distro because I'm currently running it from linux.

Could you add an alternate download for 1.6.4 that doesn't have an installer? Those of us using modpacks often need to install optifine, and due to the way the modpack launchers are designed, the installer will not create a jar file that will function. If you need a better incentive, there's always adfly, think of it as extra revenue.

Another thing, (And I'm not sure if this can already be done or not and I just don't know how) Is that I have multiple installs of minecraft on my machine. I like to have these for different versions with and without mods and such.
Is there any good way to install optifine to a different directory? The installer installs to %appdata% in the .minecraft folder. My other installs are in a different directory in separate .minecraft folders.
I'd usually just have forge and then drop the appropriate optifine into the mods folder, But I would still like to have optifine even if I'm not running forge.

It should work just fine, but you will have to just try it. One thing is for sure, optifine will not work with 965
