I cant help but notice that you have a F***k-Ton of unneccesary dithering. when have you ever seen clouds like that? in face, half of this would look so much better without the dithering. You could have easily used pixel clusters and AA to get your desired result. I tried to make clouds with no dithering.

To be honest, I used a dither brush, and I made it in less than 10 minutes . I'll probably polish it up when I have more time - think of it as a promotional image.

My laptop completely shut down and I'm having to get a new one so I'm stuck with this super laggy and bad computer.... Plus I lost all of the textures I were working on and this computer can't download stuff so I can't put any textures I make into the terrain.png files or anything.....
But I have Paint.net and I'm working on a comeback pack, and I'm taking my time to make sure everything looks how I want it. So I'm back on these forums..
I have a question about Photoshop. Why is it that when I past something in with transparency, the transparent part becomes black? How would I fix this?

Danori covered it pretty well in his reply. Just organize the colors by hue and see which ones are very similar and get rid of them. For example you have three sets of "browns", you really only need one of those.
Coloring for pixel art is also pretty different than coloring for textures. You can get away with using a lot more colors, so reducing those to 8 would only be necessary for pixel art. Still though, just try to reuse as many colors as you can, and you don't need as many shades of one color. Hue shift those some more and get rid of a couple colors in each ramp.
Here it is down to 32 colors, and a quick grass made with it. You could probably add another shade to each color, and one or two more ramps of another color you may really need.
With an image that big you could/should do other types of dithering, rather than just the checkered pattern. The light blue around the sun should be all around it, so it looks like it's glowing, You have some of the darker blue in-between. There's also some really similar colors being dithered that serve no purpose. The highlight on the top of the grass and the "E", and all the colors on the sun. The sun should be more white than yellow.
We talked about what'd we want if you re-applied for admin, and if you were to apply, we'd like some assurance that you'd actually stick around this time (unlike the last two times), before considering you.

I think I'm going to come back to the forums and start texturing again. I'm taking my time with my new texture pack, and like I said I lost all the other textures and packs I was working on so I'm blank. This will be the first pack I complete. DEAR FLIPPIN' LORD! Thank you Alanay! this is what I have been asking for. Examples and tutorials are my best friends. So again thank you. My result is not nearly as awesome as your example, but I like the result a lot better than my old planks. (that really sucked) As I said posting results of things I like in a bit. (then I need to work on cohesion so that things don't look all weird and out of place)
