Depends entirely on what you define 'original' as. I've seen some really good stuff for the Doku continuation project that was entirely original, only made to fit the theme.
Also, we would only be shooting ourselves in the foot by making this a very exclusive group.

Well, it's up to you admins to judge the amount of effort someone put into their pack and to decide whether or not to allow them to join.
I feel that as long as they put effort into their work and they're at least partially literate, they should be admitted.
Anyways, I made a rough-ish draft. I didn't get the Tau in there because I figured I didn't have enough space.
edit: Hell, I'd gladly put that at the bottom of each of my posts, looks pretty snazzy.

If the person makes his own textures, he's obviously a member.
If most of his stuff is edits to existing content, the admins vote on it. If they think he's made enough changes and actually modified the textures to a degree where real effort was put in, he becomes a member.

I think as long as the texture is not a ripoff or slight change from the original. I think it might be best for the admins to sift through applications to verify originality

A simple "If you made it 100%, it's yours" would do. Like steelfeathers said, there are texture pack artists out there working on communal packs and such. Obviously copies (even if they hand drew it, but it's clearly a stolen design from another pack) wouldn't fit into this category.
Anything too strict and this might be seen more as an "elitist" crowd than a union open to all artists. I know there are some growing artists and newbies out there learning to use their drawing programs who probably look like they're mooching off of a simple style that's been done about 500 different ways, but are doing their own thing entirely.

I didn't say 'remix', I said 'communal textures'. Remixing is not making art. If you guys think we should include remixers, then whatever. But I personally don't think this guild is the place for them.

We should have 1 logo but 2 different schemes on it, for admins and members, respectively

Anyways, feathers has the right idea. People who simply put a filter on default textures or scribble about clearly don't deserve entry.
