I have had and attempted several ideas for servers, but all of them tend to fall through. I think my issue is that I am starting them off a bit too idealistic and difficult. However, this idea that I have now seems relatively easy, and shouldn't require too many mods.

Basic Concept:
Matching the original "Minecraft" feel, Tomes will not have any specific goal in mind beyond exploration, learning, and creativity. While there will be some features included that involve PVP, these will not be the main purpose of the server, and will be instead used as tools to enhance the main game mechanics.
Players will join and start off in a massive building, a massive building that consists of thousands and thousands of books: The Library. Several different branches for several different genres, authors, etc. Who are the authors of all these books? The Players!
Anyone is welcome to write a book about anything, and submit it to the Librarian, represented by the appropriate villager, for review. So the main feature of the server will be exploring the minds of the other players!
How it Works: The Books:
When the player submits a book he writes, he'll drop it off with a "Librarian". It will fall into a hopper which leads to a chest(s) of books which will then go through to be reviewed by the staff to determine the appropriate placement. This will make it easy to prevent the shelves of books from being filled with inappropriate or useless content. Don't get me wrong, all books will be accepted, as I'm a firm believe in freedom of content, but it will be placed in the appropriate section of the map if it is something the general public won't care to read.
Currency:
The books in the library will be lended to the players that choose to read them for a certain amount of time. When a book is currently being read by one user, no one else will be able to access that book until the time allotted is over, or the player returns the book on their own. The time allotted is still up for debate, but this will create a type of supply/demand scenario. The more popular the book is, the more interested other players will be in reading it. If it is constantly being lended, the player has the option of going to the Book Store, and buying it with emeralds.
There are three ways to earn emeralds: by the other players spending theirs on your books, by participating and/or winning events/challenges, or by playing survival and growing crops to be sold at the store.
The Book Store:
This will give the players incentive to write their own books. As soon as a book is accepted to be put in the Library, it will also be listed at The Book Store for anyone to buy. The player may choose at what price they'd like to sell their books.
Littered throughout the bookstore will be displays of the most popular books, should any authors choose to rent them out (for a hefty amount of emeralds!). Each display area will cost a certain precent that depends on how much the players are willing to pay. When a date and time are agreed upon, the display will be set up for the players' books to be sold.
The General Store:
The general store will be a means for newbies to earn emeralds. You can sell precious minerals or crops there to turn a profit, but it will be much less rewarding and much more time consuming than Challenges, Events, Trading, or Selling.
The Competitive Aspects: Challenges:
Server challenges will be held regularly, sometimes several times a day. These provide an opportunity to fight, race, or solve things in order to earn a nice purse of emeralds. An example of a few challenges: King of the Hill, Puzzle Dungeons, PvE Dungeons, Races.
Events:
Events will also be held on a regular basis. Some daily, some weekly, some monthly. These are the most difficult means to earn emeralds, but also the most rewarding. These will be very similar to challenges, but sometimes may cost emeralds to enter, and the payout will be MUCH greater.
Survival:
You don't always have to spend your time in the Library. Each player will be provided 1 free chunk of land that he owns. Other players will not be able to destroy land, nor attack on, a chunk that they don't own, but they will be able to interact with any redstone material like levers and doors. This means you can steal from others on their land, but you cannot attack anyone unless you are on your land, or on the warzone.
The Chunks that can be owned will be placed on the outskirts of the map. Between The Chunks and The Library will be a free-for-all warzone. This adds danger to the server. Say you just grew a hefty amount of crops that you want to bring back to the general store to sell, but some random guy runs up and slices you dead. You just lost all your paycheck, and there isn't you can do about it.
The Chunks:
As stated before, every player will be provided on 1 free chunk to claim. They have the option to pay a hefty amount of emeralds to buy more. Provides more space for farming, but is extremely pricey.
The Fine Print: What I need:
I need builders. I need coders. I need mods that will make this possible. I need staff. None of these should provide too many difficulties, as most of the server will be manual interaction, rather than creating custom mods. However, as stated below, there may be a few situations in which something needs to be coded.
Possible Difficulties:
Finding a means to set up the shops to work properly.
Innapropriate content in books being too much. I think books that have random characters or no content would be acceptable to just destroy, but I have a bad feeling staff will have a hard time going through all the stories.
Book size: Clearly, none of these books are going to be huge novels. I think this is a good thing, as I like to see people create short, but powerful or emotional content. However, I can see why people might not like this.
Staff Experience: I have Co-Owned 1 server(CrimsonCraft/CrimCade) and I have Administrated about 4(Razorcraft,ScarBurn,TerraMC,EliteCraft)I can also help setup ranks,buildings and permissions for the server.
Position Desired: Moderator hopefully if i'm lucky enough
Additional Feedback: I think the currency should be "Enchanted Jewels" (Diamonds and Emeralds) and you have to pay a certain amount(Up for debate) if you want to take out a book,however long the book is overdue,the Librarian with subtract that amount from said player's inventory,if they do not have sufficient funding for this,you can complete a challenge to pay off the book you owe,or else you will be locked in the "Book Return Station"( A room that we sort of make like a jail,behind the librarian's desk. Now,for the library and PvP concept of the server,I think it can be up for debate,but players could "Challenge" each other by right clicking them with a book,and if the challenger loses,you get both his books and he has to pay the librarian,OR if he wins and he beats the challenge-ee,he gets 3 emeralds or 1 diamond,another option is he can pick any book from the shop up to 3 emeralds of a price(Or however much the middle-amount for a book on the server is,sorry if i'm more guessing than being helpful. :/

Thanks for the suggestion! I think Challenging other players might get a bit complicated like that, but I'd say it's definitely possible to include that idea somehow.
As far as "late fees" go, I think that too is a good idea, but maybe needs to be executed in a different way. Definitely a fee needs to be implemented. That way, if someone is in the negative for cash, they won't be allowed to rent books until they are no longer positive. This also helps create more of a demand for books.
