what are you talking about, you could fit EIGHT full size maps of the earth in ONE minecraft world

Project 1845 as far as I know is the largest planned Minecraft Project. It aims to reconstruct a 1:1 replica of Beijing and surrounding areas. It's taken over a year and is only ~3% finished.
The people who are making Project 1845 said it'll take 10-14 years to make, and that's just a city, If this is do-able, it'll take a lifetime of many people, maybe even past down from generation to generation. Good Luck

Elmo and his team of about 50 people took over 2 years to make that. and there speedy builders. If your gonna do it with 25 people it will take roughly 78.6134 years.
That would take 75 years or more with 10,000 people if you worked on it every day. Even one single state would would take a long time. I think you should just scrap this idea.
I doubt any one would get money from the government to make something in a video game.
OT: Theres no way anyone can do this by hand, use a generator like world painter to do this, it would also take up alot of memory on your computer, my servers 30,000x30,000 is almost 10 gigabytes, a full scale U.S. project would be at least 15 million blocks in each direction. It would also take years to do, it can't be done in just a month.
as cool as your project is, i dont think that the ENTIRE USA can be made in a summer, plus you'd need detailed maps of the terrain levels. I hope you suceed, though.
