hz = revolutions per second (simplifed explenation) or the amount of time it takes a electromagnetic wave to compress and decompress once.
1 fps = 1 hz = 1 revolution per second
So 5hz = 5fps which means that there are more frames being dropped per milisecond than in Ikea after someone crashed a trolley into a isle.
Plus the lowest refresh rate monitor I've seen was 20hz. Most are 60hz. Or less without drivers.

99% of the commit charge of a Java application is due to either the permgen cache or the Object Heap. You're JVM arguments make no sense, by the way. -Xmx will set the maximum size and you set it twice. And even if the former was the -Xms and the latter was supposed to be XmX, 768MB is smaller than the default maximum Heap Size of 1GB.

Also, the used memory value DOES fluctuate, dropping well before the allocated memory value is reached, much less the maximum - so what causes that if the heap can only grow (I use no arguments specifying the kind of GC to use)? True, the allocated value appears to only grow if you start with a small initial allocation, but not the used value. I've also seen used memory rise much higher when -Xms was set higher; e.g. when testing in MCP, which allocates 1 GB, using the Forge-modified source for the exact same version I use while playing but no other mods, other than what I've done to caves/terrain (used Forge source to ensure compatibility, I just add my classes into the jar), so memory usage should actually be less.
No, it isn't, it's a utility to HELP keep your drivers up to date, as well as some other things. It won't update the drivers automatically unless you tell it to and also go through the process yourself every time there is a new driver.
Hmm that would make sense I just recently fixed this computer since the last power-box blew. Heck this computer really hasn't run for more than a half year! The only bad thing though is that I have over a hundred updates to do now o.0

Ram makes no difference here, my old laptop only has 1.5 gigs of ram and ran minecraft 1.1-1.5 with 25-90 fps. Then 1.6-.17 rolled around, and my fps began to drop into the "teens", and it also said my graphics card was outdated. So unfortunate. The desktop I now use can barely handle flash games or youtube.
Your computer should be fine...try lowering your settings or get a new graphics card.
