The computer I'm currently using is my school laptop. For some reason, they decided to put a proxy in Singapore. So because of that, I can't get good internet in close servers. I also can't get good internet if the server is close to Singapore because Singapore is 2200km away.
Not really. Most business lines I've seen are low-speed ADSL/ADSL2 speeds that are guaranteed to be about the speeds advertised. You'd be surprised by the amount of 2:2Mbps lines going.
Is it cheaper? If not, I don't see the point of just getting a residential line unless the business line has a dedicated IP (which I don't see use for since the internet speed is so slow)
Not cheaper, but there will be less traffic on the line.
For example, a friend of mine lives in a village where there are two lines: one domestic line, and one business line. The domestic line has a few thousand homes hooked up to it, while the business line has less than 500 buildings (IIRC) hooked up to it. There will probably also be a higher bandwidth limit, if there is one at all.

What's the point in having the connection from Virgin Media if you don't use it?
Found a apartment -> found Virgin Media had good speeds, assumed they were fastest -> entered into contract -> moved into new apartment -> discovered there is bad packet loss frequently, discovered another ISP has a better connection and no packet loss -> switched -> can't end contract with Virgin Media yet

How are you getting those speeds from teksavvy? I looked on the site and saw nothing even close to those speeds.
That's...not so good in the US, but I'm not sure about where you live and how it compares.
it's fine for DSL, upstream is a bit slow but its probably poor line quality
