You are in a campus. That explains the download/upload speed. Campus' usually buy/have a whole pile of bandwidth and separate that amongst the students/residents there. Your not actually getting those speeds, only a fraction of that.
Oh and mine is something like
5 mb download (roughly) and 0.65 mb upload
Likely less, depending on how many students are using the internet he could be getting as low as 2Mbps down.
Then again it depends on how competent the admins are. The university near here distributes a low tier comcast 15D/3U line for ~600+ students.
