If at school yes, they have the right to check and keep logs of what you do on THEIR computer and their network. Meaning using a laptop you own and on their internet, they can log all you do, but not what you do on the computer itself that does not involve network usage.
At home, no, unless it is a school issued computer. If it is a school issued computer then they have the right to log as you do not own it and accepted to such agreement upon accepting the computer.
If it is your own computer, then they have no right to such as it is illegal to a degree. If you installed any software issued from the school, always read the final print on something.
It is almost as bad as the people whom install Orgin from EA, but do not read that ToS which says they have right to check or scan any file on their computer upon installing.

You need to remember, when you are on school grounds and bringing things like this in, you can't just do whatever you want with them.
Sounds like you got caught doing something you werent supposed to and are now trying to "hide it".
Very common, especially in schools like mine with POS school computers and/or people who just want their own PC.
I've never heard of schools allowing personal computers unless you had some kind of special needs. Usually the school has laptops for kids to use if they need them.
Maybe back when I was in high school this was fine, laptops were gigantic, but I doubt this would fly in most places now.

Some schools let students use laptops at both school and at their homes. Then the school can track websites accessed, time spent online, etc.
