Personally I would go with the S3
On the build quality Sammy has made massive improvements over their earlier Galaxy products.
Well, you won't be able to buy the Razr HD until it's announced, so you can wait it out and compare the two in a few days. The Razr HD will probably get Jelly Bean. It's a high end phone that's not even out yet, so it should get the update. The question is how long you will have to wait.
If you really, really need to update right now, you can't really go wrong with the S3. The only thing it's missing is AOSP support, but if it's a Verizon phone, it doesn't make a difference. (Did the Galaxy Nexus on Verizon get Jelly Bean officially yet?)

Because HTC has nothing going for it the Samsung has better screens and the Samsung has a better Soc.
Uh we got it day 1 it was a dev build but it was day 1. Verzion over the air update was like 2 weeks after that.

Get a dumb phone and a galaxy player and then burn 50$ a month to simulate overages its the same experience as having limited data.

Personally, I don't think I've hit 2GB in a month. I use wifi when I'm at home. I'm on the low end of data usage and only have a 3G phone for now, so that's why.
4GB might be enough. You might want to do 6GB for the first month just to be safe, then change it to 4GB the next month if you didn't use it all.

They are two different kinds of support.
But fair enough the Kang project gets updates out to other phones pretty quickly.

VNC eats up bandwidth and so does streaming Futurama and other Tv shows.
Well that explains why I don't use much data, the most data intensive thing I do is use the navigation.
