I just got my new Dell 2320L 23" HD LED Monitor and I want this monitor to be my second display. So my main monitor uses the HDMI port on my Radeon 6950 Graphics Card, and I have a HDMI Male to DVI-D Male cable. What I'm confused with here is that do I plug the DVI-D Connector into my Graphics Card and the HDMI port into my new monitor or vice-versa?
I would plug the DVI-D between the better of the two monitors. DVI has better quality than HDMI, and IIRC, HDMI only allows for up to 1600x900. Like this:

I've got the PowerColor Radeon 6950 2GB PCS++, and with my card I've got two DVI ports, a single link and dual link, two DisplayPorts (v1.2) and a single HDMI Port (v1.4a)

There's a rather large black border around my Dell monitor.. How do I fix this? I believe it can be fixed through the AMD Catalyst Control Center, but where exactly am I looking?

You have to go into CCC and fiddle with the over and underscan. Usually means turning it all the way to overscan.
